have lost their homes completely.\u003cbr/\u003eThe torrential rain caused mudslides and raging rivers and the government has declared several provinces disaster areas.\u003cbr/\u003eThe massive flooding in poor areas just north of Caracas has left dozens dead and thousands homeless.\u003cbr/\u003eThe raging rivers swept people away in Vargas state, about 18 miles north of Caracas.\u003cbr/\u003eOthers were killed when mudslides buried their homes.\u003cbr/\u003eThe capital city's main avenues were under water and provinces were declared disaster areas.\u003cbr/\u003eA blocked tunnel closed the highway linking Caracas with its international airport on the Caribbean coast.\u003cbr/\u003eOfficials ordered residents of Caracas to stay home and many banks, stores and businesses were closed.\u003cbr/\u003eThe death toll is likely to rise since authorities have not been able to reach some areas that were cut off because of blocked highways.\u003cbr/\u003eThe government declared a state of emergency in nine states including the popular tourist destination of Margarita Island, and in the Federal District of Caracas.\u003cbr/\u003eOfficials said they would
