I think we have seen the same problems in this conference that we have seen all of this year in the negotiations, which is there is a gap, a divide between the rich countries and the developing countries. And they were frustrated they didn't get any security for additional funding, new money for those purposes and that is one thing that they should have had in this conference but now it is taken into the discussion next year, so it will be one more thing that we also need to deal with on the road to Copenhagen. Wide of hall at the UN Climate Change Conference\u003cbr/\u003eA United Nations climate conference has closed in dispute over a proposal to raise what could amount to (b) billions of dollars for poor countries by levying a tax on carbon trading among the world's wealthy nations.\u003cbr/\u003eThe final post-midnight session, ending early on Saturday in Poznan, Poland, nine hours after the conference had been due to close, exposed a deep rift between developing countries most vulnerable to global warming and the industrial nations that are being asked to channel money and technology for the defence against climate catastrophes.\u003cbr/\u003eThe confrontation climaxed a meeting that began on December 1 with limited expectations and ended with few achievements. \u003cbr/\u003eThe conference was the midway point in a two-year negotiation intended to produce a new climate treaty to control emissions of greenhouse gases after 2012, when the current Kyoto Protocol expires.\u003cbr/\u003eThe UN's top climate official, Yvo de Boer, acknowledged that the Poland talks had \"caused some bitterness.\"\u003cbr/\u003eAt the same time, he said the conference had \"deliver practical results on the road to Copenhagen\" where the UN's climate summit will be held in December 2009. \u003cbr/\u003eDe Boer highlighted positives to come out the conference which the argument was that they didn't feel they were getting money for adaptation purposes.\u003cbr/\u003eDeveloping countries proposed a two percent tax on all transactions of the carbon market, which could become one of the world's richest commodity markets if the United States creates a national cap-and-trade system as promised by US President-elect Barack Obama.\u003cbr/\u003eAn official from the Indian delegation denounced the refusal of some parties to experience a minuscule loss of profits from trading in carbon at a time when climate change was remorselessly stripping the poor of their homes.\u003cbr/\u003eThe European Union and other advanced countries said the proposal was premature.\u003cbr/\u003eThe meeting set a work plan for the negotiators from about 190 countries, who will meet at least three more times before the Copenhagen summit. \u003cbr/\u003eIt also reached an agreement that will free up about 60 (m) million US dollars from a blocked fund to help poor countries cope with the effects of global warming, from building sea walls against rising ocean levels and improving water systems to training farmers in new agricultural techniques.\u003cbr/\u003eGovernment ministers who arrived for the final two days of the talks decided to give the fund's governing board the authority to directly disburse money to developing countries for approved projects. \u003cbr/\u003eUntil now, the UN-backed Adaptation Fund board could not operate because its board was not allowed to approve and sign those contracts.\u003cbr/\u003eBut the conference made no progress on setting firm emissions targets for the industrial countries after 2012.\u003cbr/\u003eWhile the talks made only incremental progress, some countries gave significant signals they were serious about reducing the carbon emissions blamed for raising the Earth's temperature.\u003cbr/\u003eDe Boer said the conference in Poland \"has been important in pushing the EU package on climate and energy forward.\" \u003cbr/\u003eIn Brussels on Friday, the 27-nation EU affirmed its plan to meet the so-called \"20-20-20\" targets: reducing greenhouse emissions by 20 percent and ensuring that 20 percent
