The two Cambodian prime  ministers do not agree.  Who is going to speak on behalf of Cambodia?\"\u003cbr/\u003eSUPER CAPTION: Sam Rainsy, leader of Khmer Nation Party\u003cbr/\u003eLast November, ASEAN leaders had agreed Burma, Cambodia and Laos - which  currently have observer status - would be admitted simultaneously as full members.  \u003cbr/\u003eThe date of their entry was left open, but optimism in Cambodia had been running high  in recent months - particularly after February's visit by Indonesian President Suharto,  this year's head of the seven-nation ASEAN grouping.\u003cbr/\u003eHowever, earlier this month, Thailand had urged admission of Cambodia, Laos and  Burma be delayed because of the lack of bureaucrats capable of dealing with  international affairs.\u003cbr/\u003eRainsy - whose Khmer Nation Party is not officially recognised by Phnom Penh - has  been on a month-long overseas tour, trying to convince western donors to make aid to  Cambodia conditional on human rights and democracy.\u003cbr/\u003eHe says the situation in Cambodia is critical.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"It is not only democracy which is in danger in Cambodia, it is the country itself which  runs the risk of falling apart.  Actually Cambodia is headed for civil war, for chaos and  disintegration.
