My husband threw acid on me, on my left side, and I lost my senses. I was shivering with pain; there were no clothes left on my body. Upon her my shouts of pain and agony, my mother came running and she held me. My maternal uncle picked me up in that condition only, where I was without clothes, and took me to the doctor. There wasn't a single piece of cloth on my body. My uncle placed a piece of cloth on me but even that burned away due to the acid. I had lost consciousness. The acid also fell on my children, and three of them have acid burns,\" she says fighting back tears.\u003cbr/\u003eThe left side of Ruqayya's face has been completely mutilated - the eyeball left hanging from the socket. \u003cbr/\u003eShe has lost vision in the left eye and hearing in the left ear. \u003cbr/\u003eHer breasts are also burnt, while acid marks remain on her torso, back and arms. \u003cbr/\u003eFor Ruqayya, however, as bad as the physical pain and the psychological scars might be, it is the lack of justice that has robbed her of the will to live.\u003cbr/\u003eAlthough she filed a complaint against her husband and brother-in-laws, they are yet to be arrested. \u003cbr/\u003eShe says that they remain at large because the authorities are not interested in arresting them. Worse still, she adds, her husband continues to harass, threaten and even mock her.\u003cbr/\u003e\"I am a victim of an acid attack today, and tomorrow someone else will suffer the same fate because law isn't for poor people like us. Law is only for the rich. Poor people like me have no hope of getting justice. However, every time I am on the praying mat, I curse my husband from the depths of my heart. Most nights, I am unable to sleep because of the pain, so I sit up and just wait. Just like a fish flutters in pain outside water, I similarly writhe in pain. It's been one and a half years since the attack and I haven't had been able to sleep peacefully even once. Please tell me what do I do, who do I ask? My life has been reduced to a joke. I have no hope of justice. I have cried so much that I have no more tears left. I am tired of crying. I have lost,\" laments Ruqayya.\u003cbr/\u003eShe can no longer work due to her condition. She can't even cook food for her children, as she cannot stand the heat from the stove. This means she is unable to provide for her family. \u003cbr/\u003eShe has been in search of some sort of financial or medical support so that she can have reconstructive surgery. \u003cbr/\u003eHer efforts to enlist support of the government and civil society groups are yet to yield any result. \u003cbr/\u003eRuqayya is one of thousands of women who are victims of domestic violence in Pakistan every year.\u003cbr/\u003eZohra Yusuf, chairperson of the Human Rights Commission of Pakistan (HRCP) points out that these are just reported cases, and that tens of thousands go unreported.\u003cbr/\u003eFurthermore, Yusuf says, that the legal system is tilted against the victim, particularly in the case of rape, and the lack of sensitivity on part of the lower judiciary and the police in dealing with such cases make reporting even more difficult than it already is. \u003cbr/\u003eHowever, according to Yusuf, not all is lost. \"Well, it (the situation) has to improve. Because I think more and more women are getting conscious of their rights and while we don't see a mass movement in Pakistan, but I think over a period of time, women have begun to be a little more assertive. So you hear of a lot of cases of women marrying of their own will, etc. Yes, sometimes there's violence against them but at least, I think, you are seeing a bit of change that, you know, they will not accept patriarchy all their lives.\"\u003cbr/\u003eThere are shelters for abused women, which although basic, provide an alternative from the everyday brutalities of a violent home. \u003cbr/\u003eHundreds of such women are currently living at the 'Edhi Shelter Home', which also caters to addicts and the mentally challenged.\u003cbr/\u003eAt PANAH Shelter Home, a specialised facility for abused women, residents not only get counselling and legal aid, but also taught skills to help them achieve financial independence. A nurturing environment, it aspires to provide women the self-confidence to once again step out in society. \u003cbr/\u003eFor Uzma Noorani, the General Secretary at PANAH, it is important that these women consider themselves survivors and not victims. This, she says, is essential for their rehabilitation and reintegration into society, which, she adds, is not without its challenges.\u003cbr/\u003eShe also says that the government needs to do more in terms of creating infrastructure and support systems for such women. \u003cbr/\u003eMost important, according to Noorani, is implementation of the many laws that have been enacted in support of women. \u003cbr/\u003e\"We have a lot of pro-women legislation in place now. The Sindh Government has passed the 'Domestic Violence' bill. But again, in that there has been a delay because the implementation process has not started. So we have laws in place but implementation is very important. The state has to give a very, very strong message which says no to violence, that they will not tolerate any form of violence against women,\" she says. \u003cbr/\u003eThe Provincial Minister for Women Development and Social Welfare in Sindh, Rubina Qaimkhani says that Pakistani women need to be told about their rights so they can demand them. \u003cbr/\u003e\"There's a need to change the mindset of the entire society,\" she says.  \"We are trying to create awareness amongst women about their rights and the laws that have been passed to ensure them; and to tell them how they can fight for their rights.\"\u003cbr/\u003eAcid burnings are among the most horrific crimes against women in Pakistan that are now criminalised in a landmark set of laws passed by parliament in 2011. They are meant to protect millions of women from common forms of abuse. \u003cbr/\u003eThe bills stiffened the punishment for acid attacks and criminalised practices such as marrying off young girls to settle tribal disputes and preventing women from inheriting property.\u003cbr/\u003eThe laws explicitly criminalised acid attacks and mandated that convicted attackers would serve a minimum sentence of 14 years that could extend to life, and pay a minimum fine of about $11,200.\u003cbr/\u003eBut many victims like, Ruqayya Parveen, still struggle to get justice. \u003cbr/\u003eAP Television \u003cbr/\u003eKarachi - 15th November 2014\u003cbr/\u003e1.
