If it is passed as law it will have a more negative effect on Lebanon than on Syria itself. This will be because of the close relations between the international institutions (Lebanese and Syrian institutions). Thus, the Prime Minister is suggesting that the Lebanese leadership and the Syrian leadership must work as hard as we can to defend our rights regarding this issue (of the proposed bill in the US Congress).\u003cbr/\u003eThe new Lebanese government named on Thursday by Prime Minister-designate Rafik Hariri, met for the first time in Beirut on Saturday.\u003cbr/\u003ePresident Emile Lahoud's office published the list of 30 nominated ministers after a discussion between him and Hariri on Thursday. Although the Cabinet is nominated after such a meeting, it is widely recognized that Syria wields massive influence over the government in Lebanon, where it stations 20,000 troops.\u003cbr/\u003ePrime Minister-designate Hariri named his new Cabinet on Thursday, choosing a team that suggested continuity in policy as well as infighting. Hariri confounded expectations when he did not nominate any minister from the ranks of politicians mildly opposed to Syria's role in Lebanon. \u003cbr/\u003eThe major change at the top of the Cabinet was Jean Obeid, a pro-Syrian Christian from northern Lebanon, who was nominated foreign minister. Obeid, a newcomer to the Cabinet, replaces Mahmoud Hammoud who is defence minister designate.\u003cbr/\u003eTwo-thirds of the new ministers come from pro-Syrian ranks, the largest number since Damascus strengthened its influence in 1989. \u003cbr/\u003eNot a single member of the anti-Syrian Christian opposition, led by Maronite patriarch Cardinal Nasrallah Sfeir, is included in the cabinet, despite the announcement that the new administration was to be a government of national unity.\u003cbr/\u003eBut the militant Shiite Muslim group Hezbollah, the bane of Israel and the United States, is not represented either. Washington has been demanding that Beirut disband Hezbollah's militia and replace its fighters stationed along the border with Israel by Lebanese troops.\u003cbr/\u003eThe change is not expected to affect Lebanon's foreign policy, which is staunchly pro-Syrian and anti-Israel.\u003cbr/\u003eHariri's resignation came after a flurry of United States accusations against Syria, shortly after US and British troops toppled Saddam Hussein's regime in Iraq.\u003cbr/\u003eUnder Lebanon's sectarian-based system, the Cabinet is split equally between Christians and Muslims. The constitution stipulates the prime minister be Sunni Muslim, the speaker of parliament a Shiite Muslim and the president a Maronite Catholic. Parliament is half Muslim, half Christian.\u003cbr/\u003eThe Cabinet has to be approved by parliament before it can take office.\u003cbr/\u003eAfter the cabinet meeting on Saturday, the Lebanese Information Minister commented on Lebanon's view on a proposed bill regarding Syria currently debated by the US House of Representatives Committee on International Relations.\u003cbr/\u003eThe purpose of the bill's sponsors is, as listed by its title, \"to halt Syrian support for terrorism, end its occupation of Lebanon, stop its development of weapons of mass destruction, cease its illegal importation of Iraqi oil and illegal shipments of weapons and other military items to Iraq, and by so doing hold Syria accountable for the serious international security problems it has caused in the Middle East, and for other purposes.\"\u003cbr/\u003eMichael Smaha, the Lebanese Information Minister, said that if the bill is passed by the US Congress, \"it will have a more negative effect on
