Cutaway, delegates\u003cbr/\u003eUnited Nations Secretary-General Ban Ki-moon today (20 July) voiced support for the priorities laid out by the Afghan Government to advance peace and development and called on the country's men and women to rally around these efforts, as he opened a major international conference in the capital, Kabul.\u003cbr/\u003eAt the opening of the conference, he said that the Kabul Conference is \"the first international conference on Afghanistan to be held in Afghanistan organized by the Afghan government for the Afghan people.\"\u003cbr/\u003eHe added that it \"is also an opportunity to highlight the grave situation of Afghan civilians affected by the conflict\" who continue to be the victims of \"indiscriminate, disproportionate and deliberate attacks by anti-government elements.\"\u003cbr/\u003eVoicing similar concerns, United States (US) Secretary of States Hillary Clinton said that the US military is \"on the offensive in parts of the country where the insurgents have gone unchallenged for too long.\" \u003cbr/\u003eShe added that the US is \"matching our military efforts with an unprecedented civilian surge to help create stronger institutions and economic development.\"\u003cbr/\u003eThe conference, co-chaired by Ban and Afghan President Hamid Karzai, builds on previous international meetings between Afghanistan and its international partners, most recently the London Conference held in January. \u003cbr/\u003eIt was in London that the Government and its international partners jointly endorsed a strategy of transition to greater Afghan responsibility for the affairs of the country. \u003cbr/\u003eAt the conference, Karzai called for an enhanced coordination between his government and UN agencies. \"We are, therefore requesting the UN Agencies to create a One UN Program in Afghanistan. Our adoption of the successful national program model draws on the spirit of the Marshall Plan,\" he added. \u003cbr/\u003eThe Government has also devised programmes which, with international support and Afghan resolve, can bring tangible change into the lives of ordinary Afghans that includes improved security, better standards of living, and an inclusive intra-Afghan dialogue. \u003cbr/\u003eTop officials from over 70 countries, as well as international and regional organizations and financial institutions, attended the conference, which concluded with the adoption of a communiquĂŠ setting
