Canada refuses to accept the compensation issue as part of a deal on fishing quotas.\u003cbr/\u003eThe other is over the legality of any fish share-out which may be reached. Spain insists that any deal would lapse in September if it is not ratifies by NAFO, the North Atlantic Fisheries Organisation. \u003cbr/\u003eCanada is insisting that any deal it reaches with Brussels should stand regardless of the views of NAFO members.\u003cbr/\u003eBritain's E-U ambassador, Sir John Kerr, has warned his colleagues that leaving the issue unresolved over Easter heightened the chances of more clashes between Spanish trawlers and Canadian gunboats off the coast of Newfoundland. \u003cbr/\u003eSpain's E-U ambassador, emerging from the meeting refused to comment.\u003cbr/\u003eI cannot reply in English or in Spanish... because it was a meeting off the record, not for the press.
