Various of prison guard entering cell\u003cbr/\u003eEnglish/Nat\u003cbr/\u003eThe Nuremberg courtroom where Nazi leaders were tried for war crimes may once again  become the staging ground for trying crimes against humanity and cases of genocide.\u003cbr/\u003eDelegates from more than 140 governments gather in Rome on Monday for a  conference which could make the German city the site of the first international court for  such cases.\u003cbr/\u003eThe U-N-run tribunal will try offences similar to those committed during the Rwanda  genocide or the Yugoslav wars - when national judiciaries cannot or will not prosecute.\u003cbr/\u003eThe U-N hopes to see more scenes like this in the near future.\u003cbr/\u003eHere, at a tribunal in Tanzania, one of the alleged masterminds of the 1994 slaughter in  Rwanda is charged with inciting and joining a massacre of at least two-thousand Tutsis.\u003cbr/\u003eThe War Crimes Tribunal at Arusha is hearing hundreds cases like the one against  Rwandan Hutu Jean-Paul Akayesu, hoping to find justice for the more than half a (m)  million people left dead in the Rwandan carnage. \u003cbr/\u003eAt a similar court in The Hague, a panel of international judges addresses similar  crimes against humanity committed during the Bosnian war.\u003cbr/\u003eDusan Tadic, a 39-year-old Bosnian Serb, was the first to go on trial, charged with  multiple counts of torture, murder and rape during a bloody spree through Serb-run  prison camps.\u003cbr/\u003eHe was found guilty in 1997.\u003cbr/\u003eMore than 70 other people since have been indicted for offences ranging from torture  and murder to forced labour and rape.\u003cbr/\u003eLegal experts praise the work of the Rwanda and Bosnian tribunals, but say it isn't  enough to establish such courts in response to violent upheavals.\u003cbr/\u003eOn Monday, delegates from around the world gather in Rome to establish the  International Criminal Court, a global tribunal to deal with such cases on a permanent  basis.\u003cbr/\u003eThe I-C-C will deal with cases concerning people, unlike the International Court at The  Hague which handles only issues between governments.\u003cbr/\u003eThere are still major issues to be worked out at the Rome conference, including the role  of the prosecutor in the I-C-C, conditions under which the court will accept cases and  who will pay the bills.\u003cbr/\u003eU-N leaders say many of major issues already have been agreed on.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"Basically you would focus on crimes against humanity, war crimes and genocide.  Those will be the three crimes where there is sort of a common understanding that they  should be on the penal code as it were in the statute. Legal Counsel\u003cbr/\u003eThe I-C-C is expected to be set up in Nuremberg, Germany, where more than 20 major  Nazi war criminals, including Goering and Hess, were tried at the end of World War II.\u003cbr/\u003eThe Nuremberg tribunal was the major precedent for the subsequent courts established  in The Hague and Tanzania.\u003cbr/\u003eBut leading jurists world over say a permanent court is vital to deterring future acts of  genocide and crimes against humanity. \u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"At the end of the Second World War, and following the exterminations of the  Holocaust, we all said 'never again. This should never happen again.' But it has - in  Cambodia, in Bosnia-Hercegovina and in Rwanda. I think the international community  realises that this International Criminal Court is a missing link in the international  juridical system. Today a man is much more likely to appear before a court if he kills  one person than if he kills a hundred-thousand. Secretary-General\u003cbr/\u003eAnother question mark is the breadth of the I-C-C.\u003cbr/\u003eThe tribunal in Bosnia is backed by teams of forensic experts who exhumed graves in  the field, while teams of workers at the tribunal's headquarters have compiled and  catalogued a massive mosaic of evidence into a library of horrors.\u003cbr/\u003eSealed in vaults, the evidence now forms the backbone of many trials.\u003cbr/\u003eThe Bosnia tribunal also operates prisons to hold those being prosecuted.\u003cbr/\u003eStill, the number of people in detention falls far short of the number of
