We ran for about three days and stopped and stayed there for about two days. Then we went to the mountains. From the mountains we stayed again. From there, it took two days to get here.\"\u003cbr/\u003eSUPERCAPTION: Rwandan Refugee\u003cbr/\u003eDespite aid agencies' fears that they would have no access to food or water, most were carrying some fresh vegetables and water with them.\u003cbr/\u003eThe three main campsites in Minova have no water or sanitation, forcing the refugees to wash, drink and cook in lake water. \u003cbr/\u003eLack of facilities in the packed camps has created a dangerous health situation.\u003cbr/\u003eFilth and human faeces were spread everywhere.\u003cbr/\u003eAid workers had not reached Minova on Wednesday. \u003cbr/\u003eCanadian Lieutenant General Maurice Baril of Canada, designated commander of the U-N force, arrived in Rwanda Wednesday to talk with Rwandan defence minister Paul Kagame, the key figure in the Tutsi-led government.\u003cbr/\u003eLet's see what we're going to do. It's very very clear that we are coming here for a humanitarian mission, no threat to anyone, no political siding, that's what we're coming to discuss, to help those in the field, how it can be done, the easiest way for all of us.\"\u003cbr/\u003eSUPERCAPTION: Major General Maurice Baril\u003cbr/\u003eOne of the problems is reaching the pockets of refugees, scattered throughout camps in eastern Zaire, Burundi and Tanzania.\u003cbr/\u003eOn Tuesday, the U-N refugee agency said it was bringing in 70 trucks to transport the refugees back to Rwanda. \u003cbr/\u003eBut on Wednesday, it appeared the trucks were only covering the last 15 kilometres (9 miles) from Sake to the Rwandan border.\u003cbr/\u003eAid workers and journalists driving south from Goma came upon 57 empty vehicles 100 kilometers (60 miles) to the south that local residents said were part of a convoy of refugees ambushed by Zairean rebels about a week ago.\u003cbr/\u003eThere was no sign of the refugees.\u003cbr/\u003eInternational donor nations have so far failed to agree on the best way to get help to the refugees stuck in eastern Zaire.\u003cbr/\u003eOn Wednesday Rwanda criticised a Canadian suggestion that the airport at Entebbe, Uganda be used as a staging point for food drops.\u003cbr/\u003eRwanda did not initially oppose a multinational force that proposed to go into Zaire to rescue hundreds of thousands of refugees.\u003cbr/\u003eBut when it became clear such a force would not separate the former Rwandan Hutu soldiers and interahamwe militia from the bonafide refugees, Rwanda said it had no business going into Zaire.\u003cbr/\u003eRwanda's Tutsi-led government remembers only too well that a U-N peacekeeping force stationed in Rwanda in late 1993 and 1994 did nothing to stop the Hutu-sponsored genocide of Tutsis and was withdrawn shortly after the slaughter began.\u003cbr/\u003eNow that the bulk of the refugees have returned home from Zaire and no longer need sanctuaries or guarded corridors, Rwanda says an international military force no longer has a role in the region.\u003cbr/\u003e\"We are trying to make up our minds what the real situation is, with all the means, all the exchange of information and some of the air assets that we have,\" Baril said.\u003cbr/\u003eThe refugees, coming from camps as far south as Uvira, 200 kilometers (120 miles) south of Goma, and as remote as Idjwi Island in Lake Kivu, tell similar stories of how they left their camps.\u003cbr/\u003eMinova Camp (50 km North of Goma), Zaire; Kigali, Rwanda and Ngara Camp, Tanzania,  27 November 1996\u003cbr/\u003eMinova Camp, Zaire:\u003cbr/\u003e1.
