Buyer examines diamond\u003cbr/\u003eDespite not having a single diamond mine, Israel is the world's largest exporter of the luxury gemstone. \u003cbr/\u003eTel Aviv recently hosted the biennial World Diamond Congress, where 100-million US dollars worth of bling was on the auction block.\u003cbr/\u003eBut beyond the glitz and glamour, the industry also discussed Leonardo DiCaprio's upcoming movie about \"blood diamonds\" -- where money from the sale of these stones are said to finance wars.\u003cbr/\u003eRough stones arrive in Tel Aviv, Israel, from all over the world to be appraised, cut and polished, and then sold on the international market as part of a 10-billion US dollar business. \u003cbr/\u003eGenerous tax breaks have allowed the industry to flourish, leading to the setting up of the world's largest diamond exchange: the Israel Diamond Bourse.\u003cbr/\u003eThe biggest names in the business gathered in Tel Aviv last week for the World Diamond Congress where millions of US dollars worth of diamonds were up for sale.\u003cbr/\u003eSome of the world's most impressive loose stones and exclusive pieces of jewelry were on offer.\u003cbr/\u003eHowever, the sparkles of the gems were outshone by discussions on an upcoming Hollywood film about conflict diamonds -- the name given to the sale of diamonds to fund civil wars in countries such as Sierra Leone and Angola.\u003cbr/\u003eThe movie, \"The Blood Diamond\" starring Leonardo DiCaprio is about a diamond smuggler who moves stones to finance the civil wars in Sierra Leone and Liberia at the end of the 1990's. \u003cbr/\u003eThe script is allegedly based on real, historical events that gave the diamond trade a bad name, and brought the concept of \"conflict diamonds\" to the public attention.   \u003cbr/\u003eAfter serious efforts to stop the trade in conflict diamonds, gem merchants fear the release of the movie close to the Christmas shopping season will be a public relations disaster for their industry. \u003cbr/\u003eUnscrupulous warlords in west Africa used slave labour to mine diamonds which were sold into the international market outside the regular channels. \u003cbr/\u003eOutcry from foreign governments and NGO's prompted the diamond industry to adopt measures aimed at stifling the trade in conflict gems. \u003cbr/\u003eIn 2000, delegates of the World Diamond Congress representing traders, cutters and polishers from across the world, said it would close off any legal loopholes allowing conflict diamonds to enter the market.\u003cbr/\u003eThey also developed a certification system to monitor rough diamonds from mines to international trading centres so that the identity and origin of each diamond on the market could be sourced.\u003cbr/\u003eThe system, called the Kimberley Process, was named after the world famous Kimberley diamond mine in South Africa. \u003cbr/\u003eShmuel Schnitzer, President of Israel Diamond Exchange, says that currently there is not a single diamond being exported from Africa without going through the Kimberly Process. \u003cbr/\u003eSchnitzer wants every diamond shopper to be confident they're not buying 'blood diamonds' and his organisation wants every retailer to know how to explain the Kimberley Process when faced with a wary customer. \u003cbr/\u003eParticipants in the Tel Aviv conference heard how the percentage of conflict diamonds in international trade has been reduced to almost zero. \u003cbr/\u003eThis means that the profits from mining in places like Sierra Leone aren't used to finance brutal civil wars, but that does not go far enough for the NGO's who want to see more transparency in the diamond business, nor does it satisfy some diamond traders. \u003cbr/\u003eMartin Rapaport edits a weekly trade magazine that is considered required reading for anyone in the business. \u003cbr/\u003eAfter hearing an entire session at the congress dedicated to refuting the expected bad publicity created by the forthcoming movie, he took the microphone to ask a few difficult questions. \u003cbr/\u003eFor Rapaport and others, cleansing diamonds of blood is not going far enough. \u003cbr/\u003eHe quoted United Nations statistics about poverty and infant mortality in Sierra Leone where thousands of people still dig for diamonds in appalling conditions and earn starvation wages while diamond traders reap handsome profits. \u003cbr/\u003e\"Is the problem the movie, is that the problem?\" Rapaport asked a PR expert who spoke at the congress, \"Or is the problem the fact that one million people are getting screwed?
