We've got all these advances in technology and Africa, in a large part I think because of the policies of the I-M-F and the World Bank has dictated - the structural adjustment policies, the privatisation, the privatising social services such as health and education has meant that poor people actually, their standards of living has decreased while banks in the United States and Europe are making a killing off of this.\"\u003cbr/\u003e11. The thing is, is it really fair to the other poor countries who are not so heavily indebted if we were to cancel all 100 per cent debt. What would there be left for other countries? across the street from where world financial leaders were meeting on Sunday.\u003cbr/\u003eIn sharp contrast to the clashes with riot-equipped police and scores of arrests at last spring's International Monetary Fund-World Bank meetings, the demonstrators this year confined their protest to a small urban park.\u003cbr/\u003eDemonstrators brought puppets depicting the institution as a cigar smoking man in a suit and tie holding a child upside down and shaking the money out of the child's pockets. \u003cbr/\u003eIn advance of the demonstration, protest organisers said their message would take precedence over civil disobedience, but this did not eventuate.\u003cbr/\u003eUnder the watchful eye of dozens of police officers, the protesters unloaded bullhorns and banners, and rally organiser Soren Ambrose said the demonstrators wanted to give the financial leaders the message that they can erase the debt in an instant with a vote.\u003cbr/\u003eThe protestors contend that World Bank policies force poor countries to cut back on their social programs.\u003cbr/\u003eThe \"Mobilization for Global Justice\" group said World Bank leaders are trying to portray themselves as promoters of social welfare but contended the opposite is true.\u003cbr/\u003eIt told the crowd the Bank and the I-M-F require user fees for access to health care and favour selling off government run water systems to multinational corporations.\u003cbr/\u003eMany of the protesters were local college students, while a number of speakers were from poor countries served by the World Bank and the I-M-F.\u003cbr/\u003eMetal barriers surrounded the designated protest area, which partially abuts the separate bank and I-M-F high-rise buildings. \u003cbr/\u003ePennsylvania Avenue, permanently
