Close up of Larry's hands\u003cbr/\u003eMyanmar's military junta reopened a national constitutional convention on Monday, warning its citizens to be aware of the dangers of \"internal and external elements\" trying to derail the meeting which they see as a key step toward democracy. \u003cbr/\u003eAmid light security, over a thousand delegates - including politicians, leaders of ethnic groups, workers, businessmen and government employees - gathered at a sprawling convention centre outside Rangoon to resume work on the constitution.\u003cbr/\u003eLt. General Thein Sein, wearing his military uniform and standing alone on a podium, opened the convention by telling delegates the drafting of a constitution was of utmost importance to democracy in Myanmar. \u003cbr/\u003eHe said, \"The National Convention is the first step of the seven steps of the roadmap leading forward to the emergence of the state's constitution, which is of primary importance for the transition to democracy. There is no other way to implement the seven steps roadmap to achieve a genuine discipline democratic state.\"\u003cbr/\u003ePeople in Rangoon city centre seemed largely unaffected by the National Conventional. \u003cbr/\u003eThe event is being promoted in the capital with huge billboards featuring images of smiling residents wearing ethnic clothes and carrying the country's flag.\u003cbr/\u003eThe convention appears to be a welcome distraction for the government at a time when the economy is foundering and its leaders are under increasing U.S. pressure.\u003cbr/\u003eAbout a month ago, Myanmar's government began relocating its ministries to a planned new capital, Pyinmana, about 400 kilometres (250 miles) north of Rangoon. Some analysts said the move is being driven by irrational fears of a U.S. invasion, while many in Myanmar believe it is due to worries about possible internal unrest.\u003cbr/\u003eThere were coup rumours in the country earlier this year. In May, a series of bombings rattled the capital, killing twenty-nine. No one has claimed responsibility.\u003cbr/\u003eCritics in the international community and human rights groups have attacked the convention, saying it is being stage managed by the junta to stay in power. \u003cbr/\u003eSpeaking in Thailand, opposition leader from the Democratic Party for A New Society (DPNS), Zaw Min said many of the ethnic leaders of importance were still held in prison in Myanmar, and were unable to attend the talks.\u003cbr/\u003eMyanmar expert Larry Jagan, said the Generals are controlling the politics of the convention, and opposition is not allowed.\u003cbr/\u003eMany groups say the National Convention does not reflect the desires of the people when the main opposition party, Nobel laureate Aung San Suu Kyi's National League for Democracy or NLD, and other sectors of society are not participating. \u003cbr/\u003eThe junta is portraying the constitution-drafting convention, held intermittently since 1993, as the first step in a seven-stage \"roadmap\" toward democracy and free elections. Junta officials say the convention will produce a document that will help unify the country.\u003cbr/\u003eSome say the convention is a ploy by the junta to stay in power by guaranteeing the military a leadership role in any future government.\u003cbr/\u003eThe NLD won a landslide victory in general elections in 1990 but the military refused to hand over power, saying the country first needed a new constitution.\u003cbr/\u003eSuu Kyi has been under continuous detention for more than two years. Her house arrest was extended by six months last week, and she has been barred from the convention. Her party has said it will boycott the event.\u003cbr/\u003eThe meeting also is being boycotted by a party representing the Shan people, Myanmar's second-largest ethnic group after the Burmans, and a smaller minority organisation known as the Kokang.\u003cbr/\u003eRepresentatives of a cease-fire group, the New Mon State Party, which signed a peace deal with the junta in 1995 and represents the ethnic Mon, said Saturday it would only observe.\u003cbr/\u003eThe United Nations has called for \"all the different groups of Myanmar's landscape\" to be allowed to participate, expressing regret
