Disabled people can be seen on the streets around the capital.
In recent years North Korea has been trying to show that it will work with foreign donors to improve conditions for the disabled, and it has also been taking steps to promote the acceptance and fair treatment of disabled people by their able-bodied fellow citizens.
A young deaf man from Germany, Robert Grund, has dedicated himself to improving conditions for deaf and blind people in North Korea and he set up the latest computer training scheme.
He makes a priority of inclusion - trying to get deaf and blind people accepted and involved in mainstream society, and he wants to see North Korea join the World Blind Union.
Grund found a blind computer expert in Germany who was willing to volunteer his time to travel to North Korea to lead the training.
Putting together the project took more than a year. And in North Korea, there are always surprising difficulties.
The software designed to speak out loud computer actions or words on the screen can function in many languages, including Korean - but because it was developed using the kind of Korean now common in South Korea, it wasn't acceptable in the North, and for this training session, the software had to run in English.
The ultimate aim of the technology training is not only one-time education for the blind - Robert Grund's local partner, the Korean Federation for the Protection of the Disabled has committed to establishing intranet links between North Korea's three blind schools, so that blind children can have a better hope of communicating with each other.
The vast majority of North Koreans are not allowed access to the internet, but there is a domestic intranet network which connects institutions.
In spite of the country's isolation and poverty, there is a great thirst for knowledge among disabled and able-bodied children alike.
This German project has brought a little bit more of modern technology to some who need it the most.
North Korea, Pyongyang - November 1, 2013
1.
