autonomy to its majority ethnic Albanians who are seeking full independence. \u003cbr/\u003eUnlike the Radicals, the two party leaders have pledged to resolve the Kosovo crisis by peaceful means.\u003cbr/\u003eThe election results indicate that any Serbian acceptance of a United Nations Kosovo plan will be difficult and will likely be delayed until a new government is formed.\u003cbr/\u003eKosovo has been an international protectorate since the 1998-99 war between Milosevic's troops and separatist ethnic Albanians. \u003cbr/\u003eOn Friday, UN envoy Martti
