Nonetheless, the danger that breakdowns in governance could at some point significantly erode business efficiency remains worrisome. Opening of the market on Nasdaq exchange\u003cbr/\u003eUnited States Federal Reserve chairman Alan Greenspan told congress on Tuesday that the US economy is on the road to full recovery.\u003cbr/\u003eDespite the good news Greenspan warned that the effects of recent economic difficulties and terrorist attacks will continue to be felt in the economy.\u003cbr/\u003eGreenspan also spoke of recent accounting scandals that have rocked several large corporations.\u003cbr/\u003eHe told congress CEO's must be held accountable and accurately report the true financial condition of their companies.  Those who don't, said Greenspan, should be penalised for not doing so.\u003cbr/\u003eMeantime, the Federal Reserve Board has decided to leave interest rates unchanged in the hope it will motivate consumers to spend and businesses to invest, thus bolstering economic growth.\u003cbr/\u003eAs Greenspan cautiously talked up the economy to congress, trading on the New York Stock Exchange indicated the sell-off of the US dollar was not over.  \u003cbr/\u003eEarly trading suggested the Dow Jones industrials plummeted by more than 170 points.\u003cbr/\u003eBut the Nasdaq was up by nearly 8 points
