intelligence apparatus, saying on Tuesday that any rush to change could have significant cost in security and quality of analysis.\u003cbr/\u003eBeginning a weeklong visit to several US allies in the Middle East, Rumsfeld told reporters he supported US president George W Bush's endorsement of a national intelligence director.\u003cbr/\u003eHe did not specify what role and authority he believes the new position would have but noted potential problems with certain proposals that have already been floated.\u003cbr/\u003eRumsfeld spoke aboard his plane as Bush, back in Washington, was announcing the nomination of Representative Porter Goss, (Republican, Florida) as the new CIA director.\u003cbr/\u003eThe national intelligence director, under current proposals, would rank above the CIA chief.\u003cbr/\u003eRumsfeld argued that even if all of US intelligence agencies were to be centralised under a single chief, intelligence analysis should remain dispersed throughout the government.\u003cbr/\u003eToo many analysts working together results in less creativity and less diversity of views, he said, the \"groupthink\" that some senators said led to faulty intelligence analysis on Iraq's apparently nonexistent weapons of mass destruction.\u003cbr/\u003eThe proposal of some kind of national intelligence director has been floated since September 11, 2001, but Bush conditionally endorsed the idea only after it was recommended by the commission that looked into the September 11 terror attacks.\u003cbr/\u003eRumsfeld also spoke about \"stovepipes\", an intelligence term that means certain threads of classified intelligence obtained by an agency are kept secret from others. \u003cbr/\u003eThe critics argue that breaking these down by giving the FBI access to CIA information, for instance, might lead to new connections, giving the government a better chance to stop terrorist attacks.\u003cbr/\u003eRumsfeld spoke to reporters shortly before landing in Oman, a quiet ally in the US-led worldwide counterterror effort and in many previous US operations. \u003cbr/\u003eHe met briefly with Oman's top general late on
