on the Lisbon Treaty, a blueprint for reforming the EU that supporters say is essential for the bloc to work effectively. \u003cbr/\u003eThe project has been on hold since Irish voters rejected it in June.\u003cbr/\u003eThe treaty is meant to streamline the EU's 50-year-old rules of procedure and bolster its position on the world stage.\u003cbr/\u003eTwenty-four EU members have already ratified
