There are other products but those are the most important\"\u003cbr/\u003eSUPER CAPTION:  Martin Heine, Director General of EU Agriculture department\u003cbr/\u003eThe Commission also proposed to allow E-U countries and trade partners who oppose the ban to be exempted from it until at least Jan 1 1999. \u003cbr/\u003eAccording to the Commission a permanent exemption could be granted before then.\u003cbr/\u003eApplications for exemption so far have come from Finland, Denmark, Sweden, Germany, Spain, Greece and Austria.\u003cbr/\u003eThe Commission's proposals will be put to E-U member country's veterinary officials for approval next week. \u003cbr/\u003eThe proposals will go to E-U agriculture ministers for scrutiny if the veterinary officials do not endorse them.\u003cbr/\u003eThe E-U executive also proposed new surveillance rules requiring governments to give early warning of the emergence of the disease in their herds.\u003cbr/\u003eThe proposals must be approved by fifteen E-U member states.\u003cbr/\u003eThe proposed ban is part of the Commission's efforts to stem the spread of B-S-E, which has been linked to a fatal brain ailment in humans. \u003cbr/\u003eThe ban has been sharply criticised by E-U countries and trade partners, including the U-S, that have never had B-S-E.\u003cbr/\u003eThe U-S has said the ban will disrupt (b) billions of U-S dollars a year of exports of U-S pharmaceuticals, which are allegedly partly made from the animal parts whose use is to be prohibited.\u003cbr/\u003eFrance is one of the countries that would be hit hard if the proposed ban is implemented.\u003cbr/\u003eButchers in Paris went about their business as usual on Wednesday and said they did not believe that their position would be threatened by the proposed ban.\u003cbr/\u003eSOUNDBITE: (French)\u003cbr/\u003e\"I don't understand why such decisions are made.
