But they (the aid workers) are saying that my name is not registered in the list. If they (aid workers) want to kill us, they should just kill us all at once, not one at a time like this. Wide shots of internally displaced people/refugees.\u003cbr/\u003eThe leader of Afghanistan's beleaguered opposition fighters said Wednesday he would agree to a cease-fire for the sake of the country's starving people if the ruling Taliban do the same.\u003cbr/\u003eDeposed president Burhanuddin Rabbani called for a permanent end to the war.\u003cbr/\u003eHis offer came after he met with the United Nations High Commissioner for Refugees, Ruud Lubbers.\u003cbr/\u003eLubbers arrived in Afghanistan on Monday to urge the sides to accept a truce in order to allow aid to reach tens of thousands of refugees living in misery.\u003cbr/\u003eThe truce would last from six months to a year.\u003cbr/\u003eRabbani's troops rule about 5 percent of Afghanistan, while the Taliban who espouse a strict brand of Islamic law,\u003cbr/\u003econtrol the rest. \u003cbr/\u003eThe United Nations estimates there are half a million refugees inside Afghanistan, while another 4 million face serious food shortages.\u003cbr/\u003eAfter more than twenty years of war, the Afghan people continue to suffer. \u003cbr/\u003eThe third consecutive year of drought has devastated the villagers of Gowaki.\u003cbr/\u003eTheir village lies in Gorziwan district,  Faryab Province,  370 kilometres from Mazar Sharif.\u003cbr/\u003eRefugees from outlying areas continue to pour in to be closer to an aid distribution point.\u003cbr/\u003eThe United Nations has warned of a possible human catastrophe unless the international community acts quickly.\u003cbr/\u003eSo far the UN has only received one tenth of the money it needs to fund its Afghanistan emergency aid budget.\u003cbr/\u003eOnly $26 (m) million has arrived in response to its request of $226 (m) million last year.\u003cbr/\u003eContinuing fighting and a widespread drought have forced more than half a million people to leave their homes in the past eight months to search for help in other parts of Afghanistan - others have crossed into neighboring Pakistan and Iran.\u003cbr/\u003eAn aid worker said that the people are using water which is unfit to drink , as all the rivers and wells have been dried up. People are dying, and small children are especially at risk.\u003cbr/\u003eIn an effort to ensure that aid is distributed fairly, aid agencies require that refugees have a registration card to collect their food quota.\u003cbr/\u003eBut newly arrived refugees in the camps complain that they are not being given aid because they are not
