Al-aqsa mosque with Israeli flag flying in front of it - pull back to wide of rundown Silwan neighbourhood.\u003cbr/\u003eEnglish/Nat\u003cbr/\u003eA leading Israeli human rights organisation has accused Israel of systematic discrimination against Palestinians in East Jerusalem .\u003cbr/\u003eIn a report released this week, the human rights monitoring group, B'Tselem, claims the discrimination is a deliberate policy aimed at intrenching the power of Israel in predominantly Arab East Jerusalem for the final status negotiations in order to prevent the possibility of giving up those territories.  \u003cbr/\u003eJerusalem is a city of contrasts with modern skyscrapers standing side by side with the ancient stone houses.\u003cbr/\u003eThere are huge expanses of parkland where Jerusalemites can enjoy a picnic.\u003cbr/\u003eThere are places to play football and other sports.\u003cbr/\u003eBut an Israeli human rights organisation has questioned the distribution of leisure facilities throughout Jerusalem.\u003cbr/\u003eIn a new report, B'Tselem says the infrastructure and services are far more developed in the western part of the city where most of the Jewish population lives.\u003cbr/\u003eJewish neighbourhoods enjoy 96 per cent of the city's public parks, 93 per cent of the libraries, and 100 per cent of the swimming pools.\u003cbr/\u003eB'Tselem's director says the east of the city has been neglected for political reasons.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e \"And I was quite amazed to see how explicit the systematic discriminatory policies of Israel have been throughout the years with only one goal in mind - to entrench the power of Israel in East Jerusalem for the final status negotiations in order to preempt the possibility of giving up those territories.\u003cbr/\u003eSUPER CAPTION: Eitan Felner, Executive Director of B'Tselem    \u003cbr/\u003eEntire Palestinian neighbourhoods are not hooked up to a sewerage system, and lack paved roads or sidewalks. \u003cbr/\u003eThese are phenomena unheard of in the city's Jewish neighbourhoods, says the B'Tselem report. \u003cbr/\u003ePalestinians are one third of Jerusalem's population.\u003cbr/\u003eBut many live in poverty and squalor and the city, B'Tselem says, has done little to help.\u003cbr/\u003eSOUNDBITE: (English) \u003cbr/\u003e\"The discrepancy and the gap is so blatant in practically all areas.
