Various girl pounding on rock\u003cbr/\u003eThe United Nations World Food Programme (WFP) estimates that 3.2 (m) million Kenyans are at risk of hunger this year. \u003cbr/\u003eFor the second time, drought has withered the crop that usually feeds the family, with enough left over to pay for school uniforms and books.\u003cbr/\u003eFood prices have shot up but the children have learned not to complain that they are hungry. \u003cbr/\u003eKwale resident, Musa Charo, said he has 10 children relying on him for food. \u003cbr/\u003eHe has been forced to pound rock to buy food, as farming fields and livestock have become impossible in the current climate.\u003cbr/\u003eAnother Kwale resident, Lizy Bimba, said survival is becoming very difficult with a lack of rain to fuel crops.\u003cbr/\u003eAbout 10 (m) million out of Kenya's population of more than 34 (m) million face food shortages because of crop failures after drought last year. \u003cbr/\u003eIn southeastern Kenya, which has been worst affected by the drought, widespread hunger has not yet fully begun to bite. \u003cbr/\u003ePlump toddlers still chase scrawny chickens through the fields, but the corn plants are dry and broken, fit only for animal fodder.\u003cbr/\u003eThe families' stores, which should be bursting with a new harvest, are empty.\u003cbr/\u003eLocal television has screened pictures of families boiling under-ripe wild fruit to soften it enough to eat, and living off roots they would normally feed to livestock. \u003cbr/\u003eAid workers say the situation will worsen in coming months. \u003cbr/\u003eBut amid the food crisis there is scandal.\u003cbr/\u003eThere have been allegations that politically connected individuals are the only ones able to buy maize - Kenya's staple food - from the government agency stocking up emergency supplies, the National Cereals and Produce Board, and then hoard the maize to force a price increase. \u003cbr/\u003eOther allegations are that some farmers or companies have known ahead of time, of changes in government policy and therefore been able to profit from this knowledge.\u003cbr/\u003eThe Kenyan government says it is investigating allegations that politicians misappropriated subsidised maize or secretly sold it abroad and will fire anyone involved. \u003cbr/\u003eThe drought, and the scandals, could not come at a worse time - the price of unsubsidised maize in Kenya, all that most people can find, has more than doubled since last year. \u003cbr/\u003eThe World Food Program says the only solution is to fund long-term projects to help farmers resist poor harvests, like breeding drought resistant seeds or funding irrigation projects. \u003cbr/\u003eThe last time Kenya declared a food crisis a national disaster was
