British Prime Minister John Major is threatening to veto...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eEnglish/Nat\u003cbr/\u003eThe European Union is meeting in Strasbourg in a last-ditch attempt to prevent its mad  cow crisis from derailing a two-day EU summit opening Friday in Florence, Italy.  \u003cbr/\u003eBritish Prime Minister John Major is threatening to veto any other summit decisions and  continue his non-cooperation policy if some sort of compromise is not made.\u003cbr/\u003eWith time fast running out , the European Union made a last-ditch attempt Tuesday to  prevent its mad cow crisis from derailing the European summit opening Friday in  Florence, Italy.\u003cbr/\u003eThe European Commission is seeking to draft a plan for a gradual lifting of the global  ban on British beef exports.\u003cbr/\u003eIt hinges on a British commitment to eradicate mad cow disease through stricter  sanitary measures.\u003cbr/\u003eEU officials in strasbourg say they hope the plan will be enough to defuse the crisis.\u003cbr/\u003eI will (present) a proposal for a position paper of the commission.\u003cbr/\u003eSUPER CAPTION: E-U Agricultural Commissioner Franz Fischler \u003cbr/\u003eWell I think it is still searching for a balance at the moment but hopefully the matter can  be resolved in Florence.\u003cbr/\u003eSUPER CAPTION: Padraig Flynn, E-U social Affairs Minister \u003cbr/\u003eUnless the EU's 20-member executive can produced a plan acceptable to all 15 EU  leaders, British Prime Minister John Major is threatening to veto any other summit  decisions and continue his non-cooperation policy.\u003cbr/\u003eThe Commission faces British demands for a speedy,  step-by-step lifting of the ban  that was imposed March 27 after the British Government admitted a possible link  between mad cow disease and its human form.\u003cbr/\u003eWell I'm sure it will be very positive everybody is anxious to resolve this at quickly as  possible and there will be particular proposition put to the commission which I hope will  enable progress to be made.\u003cbr/\u003eSUPER CAPTION: Leon Brittan, E-U Trade Commissioner \u003cbr/\u003eThe ban has wiped out London's global beef sales of nearly  one-billion dollars annually.  \u003cbr/\u003eBritain's partners insist Britain must do more to wipe out mad cow disease through  stricter hygiene measures at farms and feed mills.\u003cbr/\u003eMad cow disease, formally called Bovine Spongiform Encephalopathy,(BSE), is a brain- wasting ailment that has been linked to an equally fatal human variant known as  Creutzfeld-Jakob Disease(CJD). \u003cbr/\u003eBritain's practice of feeding the ground remains of sick sheep has been blamed for  causing BSE.\u003cbr/\u003eThe EU foreign ministers, at a meeting in Rome Monday, failed to strike a deal.\u003cbr/\u003eThey left it to the Commission to produce a plan based on Britain's proposals for  phasing out the ban. \u003cbr/\u003eUnder the British blueprint, the ban would be raised first on exports to non-EU nations.\u003cbr/\u003eThat would be followed by steps to allow exports of cattle embryos, beef from very  young cattle, beef from grass-fed herds certified as healthy, and finally meat from most  other cattle. \u003cbr/\u003eEach step would be implemented after experts verify London has met specific  conditions such as starting a selective slaughter of animals most at risk of BSE and the  removal of meat and bone meal from cattle feed.\u003cbr/\u003eThe Commission, taking a cue from some EU governments, is expected to tell Britain  its proposals for a selective cull of 80,000 young cattle must be raised to at least  100,000. \u003cbr/\u003eBritain has blocked more than 70 EU decisions since the ban, provoking outrage from  its partners.\u003cbr/\u003eThe Florence summit was due to debate plans to tackle unemployment, preparations  for launching an EU-wide currency and bringing East European nations into the Union. \u003cbr/\u003eIf Major torpedoes all that, London's already sour relations with its partners may sink to  a new low and put in question Britain's future as a full EU member.\u003cbr/\u003eStrasbourg, France:   June 18, 1996 \u003cbr/\u003e1.
