Bush made an unannounced stop in Iraq, on Monday, meeting local leaders and American troops at a military base in the heart of Anbar province.\u003cbr/\u003eBush emphasised his belief that his current strategy - which increased US troop levels this year by about 30-thousand to a total of 160-thousand - was working and he raised the possibility of US troop cuts if violence continued to ease. \u003cbr/\u003eHe reiterated his belief that troop-level decisions must be based on conditions on the ground and recommendations from military commanders. \u003cbr/\u003eBush's visit to Iraq was widely seen as an attempt to get out in front of an expected confrontation with Congress, and a progress report due next week from General David Petraeus, the US commander in Iraq and US Ambassador to Iraq, Ryan Crocker.\u003cbr/\u003eBack in Washington, a new independent report on Iraq was released, which challenged Bush's assessment on the war, finding that Baghdad had not met 11 of its 18 political and security goals. \u003cbr/\u003eThe study, conducted by the Government Accountability Office (GAO), was slightly more upbeat than initially planned. \u003cbr/\u003eAfter receiving substantial resistance from the White House, the GAO determined that four benchmarks - instead of two - had been partially met.\u003cbr/\u003eBut GAO stuck with its original contention that only three goals out of the 18 had been achieved. \u003cbr/\u003eThe goals met include establishing joint security stations in Baghdad, ensuring minority rights in the Iraqi legislature and creating support committees for the Baghdad security plan.\u003cbr/\u003e\"Violence remains high, and it is unclear whether the Iraqi government will spend the 10 (b) billion (US) dollars in reconstruction funds it has allocated,\" US Comptroller David Walker told a Senate hearing.\u003cbr/\u003eThe GAO's findings paint a bleaker view of progress in Iraq than offered by Bush in July and comes at a critical time in the Iraq debate. \u003cbr/\u003eSo far, Republicans have stuck by Bush and staved off Democratic legislation ordering troops home. \u003cbr/\u003eBut many, who have grown uneasy about the unpopularity of the war, say they want to see substantial improvement in Iraq by September.\u003cbr/\u003eNext week the top military commander in Iraq, General David Petraeus, and US ambassador to Iraq, Ryan Crocker, are scheduled to brief Congress.\u003cbr/\u003eIn opening remarks on the Senate floor, Republican Majority leader Harry Reid sought to put distance between the president and members of the US military fighting the conflict in Iraq.\u003cbr/\u003e\"The president can't hide behind the generals,\" he said. \"This is his war.
