His problem will change in character, it will become a legal problem, if he were to perjure himself before the grand jury, then he has a serious legal problem. And then they are going to ask what a sexual relationship means.\"\u003cbr/\u003eSUPER CAPTION: David Gergen, Political analyst\u003cbr/\u003eKenneth Starr has been trying to sort out the details since January, when allegations that Clinton had carried on a sexual affair with  Lewinsky surfaced.\u003cbr/\u003eThe faces of Clinton and a young woman just a few years older than his daughter were splashed across America's newspaper headlines.\u003cbr/\u003eThere were charges that the president and aides may have tried to cover up the affair, discussing ways to explain numerous visits by Lewinsky and gifts said to be from Clinton.\u003cbr/\u003eNow Starr - the same man who followed Clinton's trail through Whitewater and a flurry of other White House related probes - was ready to bring his full powers to bear on a new scandal.\u003cbr/\u003eAfter a spate of quick denials, the president's tack almost from the start has been to deflect any comment on the matter, claiming a legal duty to keep quiet.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"Well, I've already said that the charges are false.
