And so we followed, we tracked these cases and we found that in many instances the abuses were not even investigated very seriously and when abuses were investigated that often military personnel relied upon administrative penalties, instead of criminal punishments. You have a very small number of cases involving officers, but in each of those cases the officer was directly implicated in participating in the abuse, so they have been no prosecutions for command responsibility, so this is a basic doctrine of military law is that commanders are responsible for the act of their subordinates if they have not properly investigated or punished abuses.
