Clinton administration has decided to let a drug company with U-S offices work with Cuban researchers on tests of a meningitis vaccine for possible future use in the United States.\u003cbr/\u003eSmithKline Beecham has obtained approval from the U-S Treasury Department to test the vaccine against meningitis B, an illness that mainly affects children.\u003cbr/\u003eThe approval is an exception to the 37-year-old U-S trade embargo against Cuba, which bars American citizens and businesses from commercial transactions with the island.\u003cbr/\u003eThe vaccine against meningitis B was developed here, in Havana's Carlos Finlay Institute in 1989.\u003cbr/\u003eIt protects from one strain of an infection of the fluid that envelopes the brain and\u003cbr/\u003espinal cord.\u003cbr/\u003eMeningitis B is caused by bacteria and is more severe than viral meningitis. \u003cbr/\u003eThe disease particularly affects young children and is fatal in about one in 10 cases.\u003cbr/\u003eSymptoms include a high fever, headache and stiff neck, and can be spread by coughing or kissing. \u003cbr/\u003eCuban investigators say the vaccine is up to 83 percent effective. \u003cbr/\u003eCuba has sold it in Brazil, Argentina and Colombia.\u003cbr/\u003eAnd in the future it could also be sold in the United States and Europe.\u003cbr/\u003eThe company that produces it, SmithKline Beecham, has obtained approval from the U-S Treasury Department to test the vaccine.\u003cbr/\u003eThough SmithKline is a British firm, its testing laboratories in Belgium are owned by a U-S subsidiary that is subject to the trade embargo the U-S has against Cuba.\u003cbr/\u003eCuba's health minister on Friday praised the Clinton administration's decision as a move in favour of children, the principal victims of this illness.\u003cbr/\u003eIn the United States, between one and two thousand people a year contract the disease.\u003cbr/\u003eUnder the agreement with the Finlay Institute, SmithKline has worldwide rights to market the vaccine outside Cuba. \u003cbr/\u003eSmithKline will pay Finlay for each approval of the vaccine and will make royalty payments once sales begin.\u003cbr/\u003eThe arrangement has drawn criticism from Cuban exiles who oppose any exceptions to the ban on trade with Cuba's communist government.\u003cbr/\u003eA SmithKline spokesman said it will likely be several years before the meningitis B vaccine is available in the United States. \u003cbr/\u003eTesting will take place at a laboratory in Belgium owned by SmithKline's U-S
