It's an issue that has been up for discussion at a social media summit in...\u003c/span\u003e\n\u003cspan class='full-description hide'\u003eWith militants using social media to spread messages, raise funds and recruit members, governments in the Middle East are being encouraged to engage more online. \u003cbr/\u003eIt's an issue that has been up for discussion at a social media summit in Dubai. \u003cbr/\u003eThe importance and power of social media. \u003cbr/\u003eThese students from the London Business School in Dubai have given up their evening to hear an expert speak on the topic. \u003cbr/\u003eDr. Abdul Aziz Bin Sultan al-Mulhem is an advisor and spokesman for the Ministry of Culture and Information in the Kingdom of Saudi Arabia.\u003cbr/\u003eHe's in Dubai for the GCC \"Government Social Media Summit,\" which is bringing together more than 300 social media experts in Dubai over two days.\u003cbr/\u003eOne of the topics high on the agenda is how extremist groups are using social media; to spread their ideas online, raise finances, and recruit members.\u003cbr/\u003eDr. Al-Mulhem claims it's extremely difficult and almost impossible to fight ideologies online.\u003cbr/\u003e\"It's hard to wage a war with ideas online. The issue is that governments try to achieve security and justice inside the society. So therefore it tries to separate all the negative issues inside this society.\" \u003cbr/\u003e\"Things that happen from within the society, for example, when a person is sick, the doctor or the person himself can overcome this sickness and eventually regain health, but when the sickness comes from the outside, there are many factors that you can't control. This is what's happened to us, when strange ideologies enter society that don't prescribe to our religion, or our society or our culture, of course this will ruin a society.\" \u003cbr/\u003e\"Any society, I'm not just talking about the Saudi society.\" \u003cbr/\u003eBut the Kingdom of Saudi Arabia says it's doing what it can to try and tackle extremist groups - which it sees as a threat to its rule.\u003cbr/\u003eThey say there are around 2,500 Saudi nationals who have travelled out of the country to fight. \u003cbr/\u003eSo, earlier this year the government passed a law prohibiting citizens from fighting abroad and King Abdullah of Saudi Arabia has himself publicly called on scholars to denounce groups.\u003cbr/\u003eYet, militant groups, like the Islamic State Group in Iraq and Syria, are using the internet to connect with potential recruits outside of the region. \u003cbr/\u003eMost analysts estimate the number of Islamic State fighters in both Iraq and Syria to be about 20,000, but their potential reach, through social media sites is potentially much larger. \u003cbr/\u003eThe group operates a sophisticated propaganda machine with slick production techniques, using social media to broadcast a stream of battles, bombings and beheadings to a global audience.\u003cbr/\u003eThe strategy is aimed at terrorising opponents at home and winning recruits abroad. \u003cbr/\u003eThe group recently released three videos showing the beheading of two American journalists and a British aid worker.\u003cbr/\u003eThe IS group has been using social media sites like Twitter, Facebook and Instagram to encourage - mainly young people - to join-up.\u003cbr/\u003eFadi Salem is Director of Governance and Innovation at the Mohammed bin Rashid School of Government.\u003cbr/\u003eHe says that regional governments fear the power of social media, which helped to add momentum to the revolutions of the Arab Spring.\u003cbr/\u003e\"The reaction was to control, block and try to censor as much as possible and that kind of approach failed to a large extent. Yes, governments can monitor, but no they can not really control with the multitude of channels of information on social media and others,\" he says. \u003cbr/\u003eSalem says that group know that social media sites are closing down their group pages - but they're finding other channels in which to operate.\u003cbr/\u003e\"That you have these groups, for example, who are fundraising for illegal, in illegal ways, jumping from one channel to the other and it's a cat and mouse game between the governments and these groups,\" he explains.\u003cbr/\u003e\"For example people like ISIS are using some of the twitter channels for fundraising and they're actually moving now to a closed open-source social media channels after the governments in the region and globally decided to actively work on blocking it.\"   \u003cbr/\u003eMany of the region's governments and rulers have been slow to engage in social media strategies. \u003cbr/\u003eThe UAE is an anomaly in the region, with many of its rulers and Sheikhs tweeting, using Facebook and engaging regularly with the general public and asking them for opinions in both English and Arabic on social media. \u003cbr/\u003eWorking for Facebook, Elizabeth Linder founded the government and politics outreach programme for the Europe Middle East and Africa Region four years ago.\u003cbr/\u003eThe goal is to serve as a liaison between the company, and government officials and politicians. \u003cbr/\u003eLinder's advice for governments is to fill social media space and engage with the public.\u003cbr/\u003e\"I had a very interesting conversation with a member of the European Parliament, completely different region, but from a country who was battling quite extremist points of view, anti-immigration points of view, and the comment that she made to me was 'Well maybe I shouldn't be there at all because if social media is connected with these extremist ideologies then I don't want to be a part of that.'
