Wide of exterior of the building where the P-5 meeting was held\u003cbr/\u003eThe Security Council's five permanent members, plus Germany, met late on Thursday in New York to discuss first reactions to a European draft on sanctions against Iran.\u003cbr/\u003eEuropean nations this week proposed sanctions banning the sale of missile and atomic technology to Iran and ending most UN help for its nuclear programmes after weeks of exploratory talks with a European Union negotiator ended without progress.\u003cbr/\u003eThe EU had proposed that Iran at least temporarily freeze enrichment as a condition for multilateral talks aimed at erasing suspicions it may be trying to build nuclear arms in violation of its treaty commitments.\u003cbr/\u003eTehran refused, saying its uranium enrichment program aims only to generate electricity. The United States and others suspect it is a cover for building atomic weapons.\u003cbr/\u003eThursday also brought a sign of cooperation between the European sponsors of the current draft resolution and China, thought to have a similar stance on sanctions as Russia.\u003cbr/\u003eA key concern for Moscow is the future of its one (b) billion US dollar contract to build Iran's first nuclear power station in the south western Iranian city of Bushehr.\u003cbr/\u003eVitaly Churkin, Russian Ambassador to the UN, described the nuclear power station as \"a peaceful nuclear facility which we have been helping Iran to build in full conformity with non-proliferation treaty.\"\u003cbr/\u003eSanctions, as laid out in the European draft resolution, would impose certain limits on the Bushehr project but would not force an end to it. Russia has steadfastly rejected US demands to halt work at the site, which is due to go online in September 2007.\u003cbr/\u003eWhile Russian leaders overseas have implied the draft is problematic for Moscow, in New York the tone was less hostile.\u003cbr/\u003eUS Ambassador to the UN, John Bolton, said the diplomats will meet again on Monday. \"I think at that point we'll have chance to talk about
