Bush warned the U-S House of Representatives not to pass a bill that would loosen existing restrictions on stem cell research.\u003cbr/\u003eDuring a White House event on Tuesday, attended by 21 families who had adopted embryos or given them up for adoption, Bush called on Congress not to \"cross a critical ethical line.\"\u003cbr/\u003eThe bill under debate would permit federal funding for research that employs new embryonic stem cell lines, but Bush says the embryos are not \"raw material to be exploited.\"\u003cbr/\u003eIgnoring the veto threat, the House of Representatives moved toward approving the bill with supporters claiming prospects were enhanced by promises that such research would offer new treatments for a host of debilitating ailments.\u003cbr/\u003eThe floor debate was framed in starkly emotional terms, particularly by opponents of stem cell research who liken it to abortion because human embryos would be destroyed.\u003cbr/\u003eHouse Majority Leader Tom DeLay said that using leftover embryos from fertility clinics amounts to the \"dismemberment of living, distinct human beings\" because the embryos are destroyed during the research. \u003cbr/\u003eConservatives offered an alternative measure to encourage research using stem cells from umbilical cords.\u003cbr/\u003eSupporters of embryonic stem cell research tried to cast the debate in terms of the possible medical cures that could come from it.\u003cbr/\u003eThe bill would lift Bush's 2001 ban on funding research using stem cells from embryos harvested since 2001.\u003cbr/\u003eSponsors predicted the bill would garner the 218 votes needed to pass but fall short of the 290 votes needed to sustain a veto.\u003cbr/\u003eExpecting House passage of that bill, its Senate sponsors, Arlen Specter, Republican, and Tom Harkin, Democrat, were drafting a letter to House Majority Leader Bill Frist of Tennessee urging quick passage in that chamber.\u003cbr/\u003eIn the House, DeLay urged passage of a second bill which would provide $79 million in federal money to increase the amount of umbilical cord blood for stem cell research and treatment and establish a
