Funding for the space shuttle itself will go from 3.2 billion to 3.9 billion, as was proposed this morning, as was prepared prior to the disaster involving Columbia.  Having said that, I don't know that anybody can make any conclusions about money at this point.  The investigation is just beginning and as Sean O'Keefe said to the President, all causes will be evaluated, all causes. It is vital. Bush sent the US Congress a stack of books detailing his 2.23 (t) trillion US dollar spending plan on Monday.\u003cbr/\u003eThe five separate documents included one extra book this year analysing the efficiency of hundreds of government programmes, part of the president's management initiative.\u003cbr/\u003eThe proposal would accelerate tax cuts to bolster the weak US economy, overhaul some of the government's biggest social programmes and shower (b) billions of additional dollars on defence and homeland security.\u003cbr/\u003eEven though hundreds of other government programmes would be squeezed, the president projects the deficit would still hit record highs of 304 (b) billion US dollars this year and 307 (b) billion US dollars in 2004. \u003cbr/\u003eOver the next five years, deficits would total 1.08 (t) trillion US dollars. (Note: One (t) trillion dollars is one-thousand (b) billion dollars, or one (m) million (m) million dollars.)\u003cbr/\u003eWhite House spokesman Ari Fleischer addressed the issue of the five billion dollar increase in the NASA budget that was put into the budget weeks ago.\u003cbr/\u003eHe said the time is too early to start talking about additional funding to build another Space Shuttle.\u003cbr/\u003eBush's budget plan for fiscal 2004 that begins on October 1 will set off months of heated debate in Congress. \u003cbr/\u003eDemocrats have attacked tax cuts as a boon for the wealthy that will do little to help the economy but will rob Social Security of the money needed for baby boomers' retirements.\u003cbr/\u003eThe budget was released two days after the Columbia space shuttle disaster. \u003cbr/\u003eIn the NASA section, prepared before the accident, the administration proposed a 23 point nine percent increase in spending on the shuttle next year, to three point 97 (b) billion US dollars. \u003cbr/\u003eThe Defence Department's proposed 380 (b) billion US dollar budget for 2004 reflects Defence Secretary Donald Rumsfeld's decision to shift spending priorities from improving today's weapons to developing tomorrow's. \u003cbr/\u003eBut if there is war against Iraq, the Pentagon will need ever more money.
