Islamist-held capital, Mogadishu.\u003cbr/\u003eSecurity in Mogadishu reported looting on Thursday, soon after the movement that had vowed to establish a government based on the Quran abandoned the capital for Kismayo.\u003cbr/\u003eOn Wednesday, Ethiopian and Somali government troops drove Islamic fighters out of Jowhar.\u003cbr/\u003ePeople lined the roads and cheered \"Welcome\" as the troops arrived in military trucks. \u003cbr/\u003e\"I'm excited today since I have returned to Jowhar,\" said Mohamed Habib, the regional administrator for the town.\u003cbr/\u003e\"I am happy that you the people are here to greet us,\" he added.\u003cbr/\u003eThe Islamic movement has pledged to fight on from the southern half of the country. \u003cbr/\u003eMany in overwhelmingly Muslim Somalia are sceptical of the government's reliance on neighbouring Ethiopia, a traditional rival with a large Christian population and one of Africa's largest armies. \u003cbr/\u003eIslamic movement leaders had called on foreign Muslims to join their \"holy war\" against Ethiopia. \u003cbr/\u003eHundreds were believed to have answered the call.\u003cbr/\u003eIslamic fighters have gone door-to-door in Kismayo, recruiting children as young as 12 to make a last stand on behalf of the Islamic courts, according to a confidential United Nations report.\u003cbr/\u003eThe Islamic movement took Mogadishu six months ago and then advanced across most of southern Somalia, often without fighting.\u003cbr/\u003eEthiopian troops went on the attack in support of the government last week.\u003cbr/\u003eSomalia's complex clan system has been the basis of politics and identity for centuries, but it has also been the undoing of at least 14 attempts to install a government in the war-torn nation.\u003cbr/\u003eThe country has not had an effective government since 1991, when clan-based warlords overthrew a dictator and then turned on one another.\u003cbr/\u003eTwo years ago, the United Nations helped set up the interim government. \u003cbr/\u003eIt had been unable to assert much authority, in part because it has been weakened by clan rivalries.\u003cbr/\u003eThe International Committee of the Red Cross said over the past few days, hospitals and other medical facilities in southern and central Somalia have admitted more than 8-hundred wounded
