Crowd waving flags\u003cbr/\u003eThousands of Bolivians attended a rally at Cochabamba Stadium to celebrate the South American Summit on Saturday.\u003cbr/\u003eSouth American leaders discussed the first concrete steps toward a continent-wide political union as they wrapped up a two-day summit showcasing the variety of voices among the region's emerging left.\u003cbr/\u003eSeated together around a large wooden table, the presidents and envoys of 12 nations talked at length about their common ideals and a few key differences at the second summit of the South American Community of Nations.\u003cbr/\u003eThe goal of the gathering hosted by Bolivian President Evo Morales in Cochabamba, a city tucked between the Andes and the Amazon at the heart of the continent, is a South American community similar to the European Union.\u003cbr/\u003eThe leaders left Saturday afternoon with an agreement to create a temporary, one-year headquarters in Rio de Janeiro to examine the creation of a continent-wide union, and even a possible South American parliament.\u003cbr/\u003eThe result left fiery Venezuelan President Hugo Chavez, long an agitator for the region's greater role on the world stage, pleased but impatient.\u003cbr/\u003eMorales opened Saturday's round-table discussion calling for the leaders to close \"the open veins of Latin America,\" referring to Eduardo Galeano's famous 1971 book decrying foreign capitalist exploitation.\u003cbr/\u003eBut how to staunch the economic bleeding was a matter of debate.\u003cbr/\u003eChile's Socialist President Michelle Bachelet, whose country has a free trade agreement with Washington, said globalisation had \"two faces\", one of them \"potentially very destructive\" but another that presented an \"historic opportunity for societies like ours.\"\u003cbr/\u003eShe urged South American leaders to take advantage of the world economy while minimising the impact of open trade on the poor.\u003cbr/\u003eChavez, however, expressed blunt opposition to Washington-backed free market prescriptions and boasted that leftists in the region had \"buried\" US hopes of a hemispheric free trade agreement, an effort launched a decade ago.\u003cbr/\u003eThough the two did not meet one-on-one, Chavez and Peruvian President Alan Garcia took advantage of the summit to bury the hatchet after exchanging personal insults during Garcia's presidential campaign earlier this year.\u003cbr/\u003eIn Saturday's forum, Chavez enthusiastically seconded Garcia's call for a continent-wide effort to improve education - despite the Peruvian leader's subtle dig at Chavez's ambitious proposal to build a natural gas pipeline across the continent.\u003cbr/\u003eEcuadorian President-elect Rafael Correa proposed a land-and-river trade route linking Brazil's Amazon rain forest to Ecuador's Pacific coast, saying it could be an alternative to the Panama Canal.\u003cbr/\u003eMorales and Bachelet also used the summit to further diplomatic ties between their countries, strained after Chile invaded Bolivia's Pacific coast 127 years ago.\u003cbr/\u003eThe two presidents met in a closed-door session on Saturday to continue recent discussions over Bolivia's demand for maritime access. No agreements were announced, but afterward Morales cited recent opinion surveys showing that both nations' citizens were warming to their historic rivals.\u003cbr/\u003eThe group will meet again next year in Cartagena, Colombia. But the conversations over South American unity look set to continue later this month when the presidents of Brazil, Argentina, Venezuela, Paraguay and Uruguay gather for the semi-annual meeting of
