Mid of De Juana Chaos standing in court\u003cbr/\u003eThe Spanish government said on Friday that it understood the controversy which has been caused by its decision to allow an ETA prisoner to serve the remainder of his sentence at home under custody.\u003cbr/\u003eThe prisoner, Jose Ignacio de Juana Chaos had been on hunger strike for 114 days to protest his continuing imprisonment on a new, recent conviction for writing articles deemed as terrorist threats.\u003cbr/\u003eHe was moved on Thursday from a hospital in Madrid to one in the Basque region as a preliminary step before letting him return home under house arrest.\u003cbr/\u003eSpanish Vice president Maria Teresa Fernandez said at news conference that she accepted that fact that the decision had generated public debate.\u003cbr/\u003e\"We want to say to all citizens that we understand the doubts which have been created by our decision,'' Fernandez said.\u003cbr/\u003eThe Interior Minister said on Thursday that he had personally made the transfer decision, after consulting with judicial authorities, to avoid the death of the seriously ill De Juana Chaos\u003cbr/\u003eFernandez reiterated that the decision had been made within the confines of the law.\u003cbr/\u003e\"In spite of the generosity of the Government which is sometimes very hard to understand, every decision has to be within the State of Law.\"\u003cbr/\u003e\"The terrorists will never win the match,\" Fernandez added.\u003cbr/\u003eThe prisoner's move has sparked protest and fierce debate in Spain.\u003cbr/\u003eSpanish newspapers on Friday carried a variety of headlines, some suggesting that the government had given in to ETA demands.\u003cbr/\u003e\"The lesser evil,'' read the El Pais daily while another 'la Razon' led with the headline, ''De Juana. Converted into hero.\"\u003cbr/\u003eDe Juana Chaos has been in prison since 1987 for the deaths of 25 people in a series of ETA attacks. \u003cbr/\u003eWith time off for good behaviour and other benefits, he was on the verge of release last year when he was charged anew over newspaper articles he wrote from prison that were deemed as threats of new
