sales.\u003cbr/\u003eLast year, a conflict diamond monitoring group called Global Witness said illicit diamond revenues had provided off-budget financing to security forces controlled by Mugabe's ZANU-PF party that had a history of violence and intimidation surrounding elections.\u003cbr/\u003eTo fund the vote and the parliamentary and presidential ballots, the Zimbabwe government has indicated that it is looking at borrowing some of the required funding from the country's private sector. \u003cbr/\u003eSpeaking at a news conference in Harare, Deputy Prime Minister Arthur Mutambara said that it was in the best interests of industry to provide support.\u003cbr/\u003e\"We are saying to the private sector this is your country political stability is in your interest,\" he told journalists. \u003cbr/\u003eThe constitution was completed on 6 February after three years canvassing for the opinions of electors amid bitter bickering and disputes between political leaders.\u003cbr/\u003eThe government notice of the referendum, formally published on Friday, leaves a calendar month for distribution of the 160-page draft constitution and campaigning for a 'Yes' or 'No' vote.\u003cbr/\u003eVeritas, a legal research and advocacy group, said the referendum is needed to pave the way for elections to end a shaky coalition between Mugabe and the former opposition of Prime Minister Morgan Tsvangirai brokered by regional leaders after violent and disputed polls in 2008.\u003cbr/\u003eBut it has also stressed that sufficient time be allowed for \"proper consideration.\"\u003cbr/\u003eVeritas said a hasty referendum creates the impression that the draft serves the interests of political parties not the views of the nation.\u003cbr/\u003eCritics also claim that there is not sufficient time for the Zimbabwe Electoral Commission to organise a vote that follows international voting standards and guidelines. \u003cbr/\u003eThe National Constitutional Assembly, a group opposed to rapid adoption of the new constitution, on Tuesday filed a High Court suit to ask for an order deferring the referendum for at least another two months.\u003cbr/\u003eThe European Union said earlier this week that it has removed 21 loyalists of Zimbabwe's president from a sanctions list of people facing travel and banking bans.\u003cbr/\u003eThe EU said another six cabinet ministers from Mugabe's party are also now allowed to travel to Europe.\u003cbr/\u003eIt said the decision to remove those restrictions was a result of a \"step forward\" in finalising the
