Wide of Guerin picking up book and sitting on sofa to read\u003cbr/\u003eThe French health minister on Friday called on some 30,000 women with breast implants made by French company Poly Implant Prothese to have them removed \"as a preventive measure not of an urgent nature.\"\u003cbr/\u003eIn a statement, Xavier Bertrand recommended the removal of all PIP implants - not just ones showing signs of deterioration. The French state says it will foot the bill for the removals.\u003cbr/\u003eThe statement said that while PIP implants have not been linked to an increased incidence of cancer, the risk that they could rupture and leak a questionable type of silicone gel has been shown.\u003cbr/\u003eTens of thousands of women in France, Britain, Italy, Spain, Portugal and other countries in Europe and South America have had implants made by PIP.\u003cbr/\u003eCancer survivor Chantal Guerin, a 46-year-old Parisian accountant, is one of more than 2,000 women who have filed legal complaints against the now-defunct French company Poly Implant Prothese, or PIP, over silicone breast implants whose safety is being called into question by French doctors and health authorities.\u003cbr/\u003eInvestigators say the implants were made with cheap industrial silicone whose medical dangers remain unclear.\u003cbr/\u003eThe implants were recalled last year and an investigation into officials at PIP is under way.  \u003cbr/\u003eGuerin first developed a cancerous tumour in her left breast in 2002. \u003cbr/\u003eAfter getting it removed, she had reconstructive breast surgery on the left breast and another implant was placed in her right breast for a better symmetry in 2008. \u003cbr/\u003eBoth implants were PIP's.\u003cbr/\u003eHer body immediately rejected the left implant; she began to feel a severe inflammation of the tissue and the implant eventually ejected itself from her body.\u003cbr/\u003eDuring her regular mammogram and cancer treatment follow up, a new cancer was detected in early 2010 on her right breast this time, a mere 14 months after the implant surgery.\u003cbr/\u003e\"Obviously, one cannot directly blame the implant since there is no scientific proof to this day. According to the AFSSAPS (French agency for the safety of health products), its toxicity hasn't been established,\" she told The Associated Press in a video interview on Thursday.\u003cbr/\u003e\"But we have the right to ask ourselves a lot of questions because there is a great amount of physical pain involved,\" Guerin added.\u003cbr/\u003eThe mother-of-two said her second cancer was a big surprise for her doctor and all of the oncologists at the Curie Institute.\u003cbr/\u003e\"Usually a cancer takes five to ten years before being palpable and here it took 14 months,\" she explained.\u003cbr/\u003eThis second cancer required her to go through chemotherapy and radiation. \u003cbr/\u003eThe second PIP implant was naturally removed and Guerin had to wait almost two years for her skin to withstand another surgery. \u003cbr/\u003eIn fact, the tissues on her left breast were so damaged by the implant that doctors had to use some of Guerin's back skin tissue for the surgery.\u003cbr/\u003eShe recently joined MDFPIP (movement for the defence of women carrying implants and prosthesis), one of the associations for women who have been victims of PIP's implants, and filed a formal complaint against the company.\u003cbr/\u003eThe association welcomes both women who had reconstructive surgery following a breast cancer and those who had the operation for purely aesthetic reasons. \u003cbr/\u003e\"What we are waiting for is a trial so that justice can be done, because those are thug bosses and they are absolutely aware of what they did,\" Guerin said.\u003cbr/\u003eGovernments around Europe are awaiting France's decision Friday. \u003cbr/\u003eTens of thousands more women in Britain, Italy, Spain and other European nations are walking around with the same implants.\u003cbr/\u003eDoctors studying the pre-filled silicone gel implants say the risk of rupture is reason enough for all women to remove them, and want the French government to foot the bill.\u003cbr/\u003eThe implants were taken off the market last year after French authorities discovered the company misreported the type of silicone used.\u003cbr/\u003eOn Friday, experts from the French Health Ministry will decide what to recommend for women who have the implants. \u003cbr/\u003eInvestigators suspect the company used cheaper industrial silicone instead of silicone meant for medical use in the implants, cutting costs by up to 1 million (m) euros (1.3 million (m) US dollars) a year.\u003cbr/\u003eThe company has suspended its activities and is being liquidated. Its phones are no longer functioning and emails sent to its staff were not answered.\u003cbr/\u003eThe main concern in France is the risk of rupture - more than one-thousand of the 30-thousand such implants in France have burst, according to AFSSAPS - and uncertainty over what risks the suspected industrial silicone gel could pose when it leaks inside the body.\u003cbr/\u003eMeanwhile, eight cases of cancer among women with the implants, including one who died in November, have heightened pressure on the government to take action. \u003cbr/\u003eFriday's government decision will depend partly on guidance from the French National Cancer Institute.\u003cbr/\u003eFor Guerin, the damage is irreversible.\u003cbr/\u003e\"I'm still under anti-depressants, I still have a lot of psychological and physical wounds from this case. directors of that company,\" she said.\u003cbr/\u003eThe recommendation of implant removal for all 30-thousand French women in question will impose substantial costs to France's state health care system and pose logistical challenges in finding enough surgeons to perform the operations.\u003cbr/\u003eThe French health system does not pay for cosmetic breast implants, which make up the majority of breast operations, but government spokeswoman Valerie Pecresse said state health care would pay for implant removal operations in case of a \"health and public safety emergency.\"\u003cbr/\u003eIt is unclear, however, whether the state would pay for replacement implants. \u003cbr/\u003eAbout 40-thousand women in Britain are believed to have the PIP implants as well. \u003cbr/\u003eBritain's Medicines and Healthcare Products Regulatory Agency said its own testing had found no evidence of toxicity in the PIP implants and no evidence to suggest that women should have them removed.\u003cbr/\u003eBut the agency said in a statement it would consider any new evidence coming to light as a priority.\u003cbr/\u003eItaly's health ministry on Thursday asked hospitals to track down women who received the implants.\u003cbr/\u003eThe ministry's health council also said on Thursday that the national health system would pay to have the implants removed if medical conditions required it, such as if they ruptured.\u003cbr/\u003eWhile saying there was no proof of any greater cancer risk among women with PIP implants, the council suggested that women with the implants contact their surgeons because there was a greater probability of rupture and inflammatory reaction.\u003cbr/\u003eItaly's health ministry estimates that about 4,000-4,300 PIP devices have been implanted in women in Italy. \u003cbr/\u003eSome 24 ruptures have been reported since 2005. \u003cbr/\u003eItaly recalled the implants on April 1, 2010, a day after French health authorities reported that they had suspended the sale, distribution and exportation of PIP implants after discovering that the vast majority were made with industrial silicone.\u003cbr/\u003ePortugal's General Directorate for Health estimates 1,500-2,000 Portuguese women had the implants and is advising them to visit their doctor for a checkup.\u003cbr/\u003eIn Denmark, authorities said less than 100 women had these
