All independent studies confirm that if we really have an internal market for services in Europe that will boost the employment in Europe. Let me tell you that I was very happy to know the result of the vote in European Parliament. I was entering the plane from Zagreb to Belgrade when I received that news. It's great news because it shows that our appeal was understood, that it was possible to build a broad consensus. Should not forget that one year ago most bets would say that there will not be a services directive. Now it is obvious that we can have it, now we are going to prepare it on the basis of this vote and we will submit it to the different governments of the European Union. So I hope that very soon we can solve this issue, which shows that even, even difficult and sensitive issues can have a solution in this enlarged Europe of 25 members that we have now. Barroso leaving\u003cbr/\u003eTop EU officials travelled to Belgrade on Thursday to determine whether talks on establishing closer ties with Serbia-Montenegro should be pursued, after the country failed to arrest war crimes fugitive Ratko Mladic.\u003cbr/\u003eEuropean Commission President Jose Manuel Barroso and Enlargement Commissioner Olli Rehn arrived from Croatia, which they visited Wednesday at the start of a four-day Balkan tour.\u003cbr/\u003eBarroso and Rehn met with Serbia-Montenegro President Svetozar Marovic. \u003cbr/\u003eThe two were also to address the union assembly of the two republics, which replaced the former Yugoslavia.\u003cbr/\u003eThe visit was considered crucial for Belgrade, as talks on a pre-membership agreement with the European Union, a stepping stone to full membership, hang in the balance.\u003cbr/\u003eThe talks were to resume next week, but EU officials have said they could be suspended as punishment for Belgrade's failure to deliver Mladic to the UN war crimes tribunal in The Hague, Netherlands.\u003cbr/\u003eMladic, a retired Bosnian Serb general, is believed to be hiding in Serbia under the protection of military
