I don't think anybody disagrees with that. I don't think the president in his speech disagreed with that. I think it's a matter of timing, when there's a time to take each step, do you know exactly where you're going when you take that step, are you mindful of the risk inherent to the general population as they return, so I don't think it's a matter of the instinct on where you want to go, it's how you get there, how you do that in a judicious manner, and minimising the risks to public health and things like that, and I think the big issue is the ability to evacuate the city in case you have a storm with a weakened levee system that's out there. \"\u003cbr/\u003e7. Again, my counsel has been to the mayor, and continues to be to the mayor, this needs a very deliberate process so you know exactly where you're at when you're taking each one of these steps, and you always keep in mind the safety and security of the general population and do no harm to them.\"\u003cbr/\u003e9. Reporters interviewing Allen\u003cbr/\u003eA weakened levee system should be dealt with before New Orleans officials allow residents to return to the evacuated city, the head of the US disaster relief effort said on Saturday.\u003cbr/\u003eCoast Guard Vice Admiral Thad Allen said federal officials have worked with Mayor Ray Nagin and support his vision for repopulating the city. \u003cbr/\u003eBut he cautioned that there must be evacuation plans in place. \u003cbr/\u003eThe prime concern, Allen said, was the risk of another storm hitting the region, threatening an already delicate levee system and possibly requiring residents to be evacuated again. \u003cbr/\u003eHurricane season ends Nov. 30, though peak storm activity typically occurs from the end of August through mid-September.\u003cbr/\u003e\"You want to have some way to conduct evacuation, because something less than a Category 4 storm is going to present significant issues that might require the evacuation of the general population,\" he said in an interview at the Department of Homeland Security headquarters in Baton Rouge, the Louisiana state capital. \u003cbr/\u003e\"You want to make sure you have your arms around how you will do that, or if you could do it.\"\u003cbr/\u003eThe US Army Corps of Engineers has said the levees, in their current state, would probably not protect the city from the storm surge of a category 3 hurricane.\u003cbr/\u003eOne New Orleans levee broke Aug. 29, the day Category 4 Hurricane Katrina hit, letting flood water pour into the city. \u003cbr/\u003eAnother flood wall was breached the next day, leaving 80 percent of the city flooded, leading to mass evacuations and lawlessness. \u003cbr/\u003eThe death toll along the Gulf Coast rose to 816, including 579 in Louisiana.\u003cbr/\u003eAllen declined to give even a rough estimate of the total number of dead in New Orleans, saying that many homes remain underwater and searchers have not been able to enter them. \u003cbr/\u003eAlso, evacuees have been so widely dispersed that accounting for them will be difficult, he said.\u003cbr/\u003eAllen took over the federal recovery effort after Mike Brown, then the head of the Federal Emergency Management Agency, was sent back to Washington. \u003cbr/\u003eBrown resigned three days later, under heavy criticism that the disaster agency had reacted too slowly
