Helicopter taking off\u003cbr/\u003eWith snow falling in the high mountains of the Kashmir valley, relief workers fear that the harsh Himalayan winter will pose fresh challenges for quake survivors who are still without adequate food, shelter and health care.\u003cbr/\u003eMany villages near the line of control in Indian-controlled Kashmir are facing subzero temperatures at night.\u003cbr/\u003eStruggling to pick up the pieces of their shattered lives, villagers in a small hamlet near Kamalkot have decided not to wait for help to start rebuilding their homes. \u003cbr/\u003eAbdul Latif's house became too dangerous to live in and his family have been spending nights under the open sky.\u003cbr/\u003eHe is worried about protecting his family from the winter conditions.\u003cbr/\u003e\"We did not get any tent and no adequate relief either. Whatever relief comes, goes to to Kamalkot and Sultan Daki, the villages in between get nothing,\" he added.\u003cbr/\u003eAbdul Latif told APTN there are many villages like his, so-far bypassed by the relief workers.\u003cbr/\u003eTransporting aid in a mountainous region poses a logistical challenge for the authorities.\u003cbr/\u003eThe Indian army has been leading the relief effort in the worst-affected areas and is now concentrating on repairing the damaged bridges for better access to remote villages.\u003cbr/\u003eTeethwal village is located right on the Line of Control, split by a fast-flowing river that divides India from Pakistan on one of the world's most fortified frontiers.\u003cbr/\u003eFrom the edge of the village, what can be seen across the river is the same destruction wrought by the quake on the Indian side - flattened houses, and tents pitched on the terraced farm plots.\u003cbr/\u003eElders in the Indian portion of Teethwal said 17 people died in their half of the village and soldiers based there quickly aided the injured and homeless. \u003cbr/\u003eThey do not know how many died on the Pakistani side.\u003cbr/\u003eThe tragedy is pushing Pakistan and India to lay aside their differences. \u003cbr/\u003eThe two governments are inching closer to a deal in which they would overlook their long-standing dispute over the Kashmir region for the sake of helping the quake victims, allowing them to cross the disputed border.\u003cbr/\u003eOpening the border is particularly sensitive for New Delhi, which has fortified the so-called Line of Control to prevent infiltration by Islamic militants who fight Indian security forces, seeking Kashmir's independence or merger with Pakistan.\u003cbr/\u003eIndia has proposed opening three aid camps for Pakistani quake victims on its side but signalled on Sunday that it could work with Islamabad's suggestions to allow Kashmiris to cross at five points along the border. \u003cbr/\u003eIndia has already provided tons of relief goods to its neighbour and traditional rival.\u003cbr/\u003ePakistan was to respond later in the day to the Indian proposal, a Foreign Ministry spokeswoman said on
