We could become the cross-roads  for the entire region.\"\u003cbr/\u003eSUPER CAPTION: Somsavat Lengsavad, Foreign Minister of Laos\u003cbr/\u003eIn the far-flung district of Houa Mouang, people grow rice and fruit, and women weave  intricate cloth by hand. \u003cbr/\u003eBut getting their produce out to the market is difficult and time-consuming.\u003cbr/\u003eThey're receiving substantial development aid from the U-S government. \u003cbr/\u003eDeveloping infrastructure is a priority - especially the building of roads.\u003cbr/\u003eSOUNDBITE: (English)\u003cbr/\u003e\"In the areas where donors are putting development aid in, essentially it's bringing  traditional communities in contact with the outside world, with the central government,  with merchants, with access to goods coming in, with people coming in to buy products  and take them out.\"\u003cbr/\u003eSUPER CAPTION: Peter Haymond, U.S. Embassy\u003cbr/\u003eBut building roads in Laos is fraught with another problem. \u003cbr/\u003eWorkmen on this 100 kilometre project around Sam Neua have to look out for  unexploded bombs. \u003cbr/\u003eSo far they have found almost 800. However thousands more still litter the ground, 25  years after the mass U-S aerial bombardment. \u003cbr/\u003eTeams of experts are trying to make the country safe, but on a nation-wide level, it's a  huge task. \u003cbr/\u003eThe bombs kill or injure 200 people a year, restrict land use, and slow down  development schemes.\u003cbr/\u003eBut things are changing in Laos - overseas aid is bringing much-needed infrastructure,  but the problems facing development are immense. \u003cbr/\u003eEven the government acknowledges that the climb out of poverty will be long and slow. \u003cbr/\u003eThrift will continue to be the ruling principle for the people of Sam Neua.\u003cbr/\u003eSam Neua, north-eastern Laos - 27-28 May 1997; Kuala Lumpur, Malaysia - 31 May  1997\u003cbr/\u003eSam Neua:\u003cbr/\u003e1.
