So it is to say that it should not be that all the lands of the world are planted with crops for the distinct purpose of producing oil, because this will generate an environmental imbalance. Therefore, we have to use the oil that is available for the production of this (biodiesel)."
Tigre, Buenos Aires, Argentina - 4th July, 2009
31. Wide of exterior of convent with nun walking accompanied towards entrance gate
A a pioneering biodiesel programme is being launched in Buenos Aires.
Plan Bio helps small community groups to earn money from recycling used cooking oil.
Every Wednesday, Santos Cabrera and his cohorts at 'Encuentro de Abuelos', the meeting of grandparents, gather at their soup kitchen in the Argentine town of Tigre.
Many of the members live alone and without any regular source of income, so the kitchen is a haven for meeting friends, a good chat and a bite of food.
But there is no sense of resignation among these resilient old timers, they have allied themselves with a pioneering government initiative called 'Plan Bio'.
The project, which was launched earlier this year, aims to encourage community organisations to gather used cooking oil and earn some money from it.
So as well as burning up their own, the over 20 strong group rally to gather as much waste oil as possible from various collection points around the town.
Santos explains that it's about working for a cleaner environment, "We have to think about our children, grandchildren and great grandchildren", he says.
Based on the concept of reducing, reusing and recycling, the bio project aims to create a cycle of sustainable activity.
Each municipality that joins the project chooses a variety of social networks that are encouraged to organise collections of used oil from local enterprises.
The oil is then gathered by Plan Bio staff, who take it to a factory where it is converted into combustible fuel.
It provides a civic solution to the hazardous oil waste, which is frequently found clogging up drains or floating on rivers.
The plan also acts as an income source for the social groups as the profits made from selling the biodiesel are handed back to them.
Nicolas Scioli, the executive director of the environmental agency for the provincial government of Buenos Aires is heading up the project.
He says Plan Bio is all about looking for solutions of the problem "food versus energy, therefore this is reused after it has served its nutritional purpose, we're reincorporating this resource again into the production circle. "
Argentina's 2006 bio fuel law states that, as of 2010, diesel fuel must be mixed with at least five percent biodiesel.
This provides an opportunity for alternative energy resources that are made from vegetable oil or animal fats.
In Plan Bio, once collected, the waste oil is taken to various processing plants throughout the province.
There it is put through an industrial procedure called transesterification, whereby the fluid oil is transformed into a high quality biodiesel.
RBA Ambiental is one of the plants working with the plan bio project.
Director of the company Luis Astarloa says they have developed the optimum technique to convert the fatty waste oil into a premium alternative to fossil fuels.
In the last 15 years biodiesel has become increasingly peddled as 'the' clean burning fuel.
Carbon neutral, renewable and biodegradable it ticks the key environmental buzzwords and a future has long been prophesised where we will all be running our vehicles on it.
However, as its popularity has grown, so too has the debate about its genuine sustainable merits.
Its productivity as a combustible fuel is relatively low in relation to the quantity of resource necessary to refine it.
As it is predominantly made from a variety of natural commodities it caught the attention of countries like Argentina and Brazil.
The tendency to set aside huge tracts of land to harvest pure plant oil grains such as soy has ignited a 'food versus fuel' debate.
The Plan Bio project however stands on the other side of the environmental divide, as its raw material is already the waste of former industry.
Argentina's renowned gastronomic pillars provide ample supply of the stuff, from the pizzerias and barbecue houses that dot every corner.
Silvia Romano, is Director of the Renewable Energy Committee, a group set up at the University of Buenos Aires to study renewable fuels.
She says the benefits of such alternatives lie in the sustainability of their make up.
While the global merits of biodiesel transcend the Plan Bio project, local communities are becoming its driving force.
Increasingly disadvantaged social organisations are benefiting from the environmental strategy.
Sister Maria Amalia is a Roman Catholic nun from the convent Santa Rosa of Tigre.
Along with the other 16 nuns that run her convent, they recently took the decision to get onboard with the project.
While working with underprivileged and disabled children Sister Amalia says their participation is helping to pay for all kinds of essentials, like buying "necessities for the convent, to buy nappies, medicines or other necessities."
To date the Plan Bio project operates in over 21 municipalities throughout the province of Buenos Aires and has already recovered more than 40 thousand litres of used cooking oil.
According to the records of the Argentine Committee for Renewable Energy, it's the only municipality in the world to run a project of this kind.
As it continues to thrive and receive global recognition, the coordinators now say they are hoping to help roll it out elsewhere.

<button aria-expanded='false' aria-label='Read more description'
