Bush said on Tuesday that the international community should continue to put pressure on Iran about its nuclear programmes, in spite of a US intelligence report finding that Tehran had halted its development of a nuclear bomb.\u003cbr/\u003e\"I view this report as a warning signal, that they had the programme, they halted the programme. And the reason why it's a warning signal is that they could restart it,\" Bush said.\u003cbr/\u003eBush was speaking one day after a new national intelligence estimate found that Iran had halted its nuclear weapons programme late in 2003, largely because of international scrutiny and pressure. \u003cbr/\u003eThat finding is in stark contrast to the comparable intelligence estimate of just two years ago, when US intelligence agencies believed Tehran was determined to develop a nuclear weapons capability and was continuing its weapons development programme.\u003cbr/\u003eIt is also stood in marked contrast to Bush's rhetoric on Iran. \u003cbr/\u003eAt his last news conference on October 17, for instance, he said that people \"interested in avoiding World War III\" should be working to prevent Iran from having the knowledge needed to make a nuclear weapon.\u003cbr/\u003e\"But what is certain is that if Iran ever had the knowledge to develop a nuclear weapon and they pass that knowledge onto a covert programme - which at one time in their history has existed - the world would be more dangerous and now is the time for the international community to work together,\" Bush said on Tuesday.\u003cbr/\u003eBush also said that he only learned of the new intelligence assessment last week. that the Venezuelan people had \"rejected one-man rule\" when they rejected a constitutional provision that would have enabled president Hugo Chavez to remain in power for life and drive changes throughout Venezuelan society. \u003cbr/\u003e\"They voted for democracy,\" he added.\u003cbr/\u003eBush also said that the United States could \"make a difference in South America in terms of Venezuelan influence\", by Congress passing a Free Trade Agreement with Colombia.\u003cbr/\u003eBush was referring to one of the four pending free trade agreements (FTAs) with Colombia, Peru, Panama and South Korea.\u003cbr/\u003eThe trade pact with Colombia however has faced strong domestic opposition due to Democratic party concerns about the country's history of violence against trade unionists.\u003cbr/\u003eBush also expressed his concerns on Tuesday about Russia's parliamentary elections in a phone call with Russian President Vladimir Putin. \u003cbr/\u003eBush did not elaborate during the news conference, but said he had told Putin, \"We were sincere in our expressions of concern about the elections.\" \u003cbr/\u003eThe Bush administration has called on Russia to investigate claims the vote on Sunday was manipulated. \u003cbr/\u003eForeign observers and Russian opposition groups are accusing authorities of manipulating a sweeping election victory for Putin's
