Protester holding banner reading: 'Now sue me too'
For a tycoon who owns newspapers, magazines and a TV station and is hailed as a great communicator, Italian Prime Minister Silvio Berlusconi is having a hard time with the media.
Berlusconi has sued two left-leaning Italian newspapers, accused the public broadcaster of systematically campaigning against his government, and said on a prime-time TV show that there were "too many scoundrels" in the media.
He recently said the government would not answer journalists' questions about an alleged sex scandal that has been engulfing him.
Before an astounded Spanish premier, Berlusconi attacked El Pais, which has published risque photos of parties at the premier's villa amid the scandal.
Berlusconi has also accused media mogul Rupert Murdoch, once a business ally, of mounting a campaign against him after some critical articles in the Murdoch-owned Times of London.
To Berlusconi, freedom of the press should not be confused with the freedom to insult.
To his critics, it's enough to say press freedom is under threat, amid attempts to intimidate journalists and silence dissent, especially on the crucially important airwaves.
A free press rally in Rome this weekend drew tens of thousands of people, some holding signs reading: "Scoundrel" or "Now Sue Me, Too!"
The question is all the more crucial in Italy because of Berlusconi's concentration of power and interests.
Concita De Gregorio, the editor in chief of a L'Unita, one of the sued newspapers, believes in Italy there is the power to intimidate, blackmail, and threaten - sometimes directly and sometimes indirectly.
Berlusconi has dismissed the accusations of interference as a "joke" and the demonstration as a "farce".
He said this week that there was more press freedom in Italy than in any other Western country.
Still, the accusations have lingered over the premier and added to his difficulties over the alleged scandal, which began in the spring when Berlusconi's wife said she wanted a divorce and lamented the premier's dalliances with young women.
Media rights group Reporters Without Borders has urged Berlusconi to stop his "attacks" on the press.
The media rights chief of the Organisation for Security and Cooperation in Europe has unsuccessfully pressured the premier to drop the lawsuits, saying that "public officials should tolerate a higher level of criticism than ordinary citizens".
Washington-based advocacy group Freedom House says Italy has slipped in the Partly Free Category, amid increased intimidation and concerns over the concentration of media ownership.
Even Berlusconi's critics say the main risk is one of threat and intimidation, not one of censorship.
In a case that fired up Berlusconi's critics, a Berlusconi family-owned daily, Il Giornale, has fiercely attacked the editor of a Catholic publication who had been critical of the premier's behaviour amid the scandal.
The editor, Dino Boffo, eventually resigned.
Berlusconi also owns the country's largest private broadcaster, Mediaset. Governments also have indirect control of the state-run broadcaster RAI, a prerogative cabinets of all political persuasions have taken advantage of.
Berlusconi's conservative government has been no exception, though at least one RAI channel out of three and some shows display a centre-left bias.
Together, RAI and Mediaset account for about 90 of the free-to-air television channels in Italy. This is all the more significant because surveys have shown that a vast majority of Italians get their news from television.
For all their virulent campaigns against Berlusconi, the newspapers that have been sued - La Repubblica, Italy's second-largest general-news daily, and L'Unita, the former mouthpiece of the Italian Communist Party - sell about 600-thousand copies combined in a country of about 58 (m) million people.
According to media watch group Osservatorio Carlo Lombardi, more than 85.5 percent of the population says it watches TV at least three times a week, making it their primary source of information.
Over nine (m) million people, or 17.8 of the adult population, says they never read a newspaper.
Berlusconi has always said that people working in his media empire are free to say and do what they want.
But he also says he has to protect himself, even as he claims his popularity is untouched.
Both papers have been sued for articles related to the sex scandal for a total of about 4 (m) million Euros (5.8 million US dollars), according to the papers.
Repubblica has asked the premier to answer 10 questions, including about his "state of health" and whether the girls Berlusconi has invited to his residences might blackmail him and diminish his independence.
L'Unita has discussed Berlusconi's sexual prowess and quoted a former ally as saying he is a "big pig". The lawsuit, seen by the AP, cites several risque passages of the newspaper's allegations.
Professor Edoardo Novelli believes that in Italy the origin of the problem of interference between politics and information dates back to two centuries ago when newspapers were born as political communication tools and journalism was not an independent voice.
He also underlines that the problem with the Italian premier is his conflict of interests being a media tycoon and a political power which influences information - an anomaly peculiar only to Italy.
But despite the risk of intimidation, critical voices continue to fill the airwaves, as well as the pages of newspapers.

<button aria-expanded='false' aria-label='Read more description'
