determined by \"political factors.\"\u003cbr/\u003eSpeaking at US Chamber of Commerce in Beijing, Gary Locke said China''s lack of openness in many areas of its economy and society will lead to less innovation from Chinese businesses, fewer opportunities for the Chinese people and slower growth for the economy.\u003cbr/\u003e\"We want to see a China where the full talents of its people are unleashed, and where its workers and businesses are competing vigorously on a level playing field with foreign workers and companies,\" Locke said adding that the financial success should be based on \"the cost and quality of a company''s products.\"\u003cbr/\u003eThe European Union and US have long complained about China''s restrictions on foreign companies that include obstructing access to its markets in violation of free-trade pledges and pushing foreign companies out of promising fields such as clean energy.\u003cbr/\u003eA statement released by the office of US Trade Representative said he will announce a major trade enforcement action against the world''s No. 2 economy at a press conference later on Tuesday.\u003cbr/\u003e\"I am proud to announce today a new Trade and Investment Initiative under which our embassy will work with US and Chinese businesses and entrepreneurs and local governments to increase bilateral trade and ties,\" said Locke, a former commerce secretary and the first Chinese-American to hold the post. \u003cbr/\u003eHe also repeated complaints that China''s undervalued currency was unfairly benefiting its exports and that rampant intellectual property theft in the country is costing foreign companies (b) billions of dollars every year.\u003cbr/\u003eLocke''s comments come at an especially sensitive time as foreign governments look to China''s relatively robust economy to help drive global growth amid fears of a worldwide recession.\u003cbr/\u003eBeijing is Washington''s biggest foreign creditor and has appealed to US leaders to avoid
