Wide of de Boer talking to reporters\u003cbr/\u003eA new US call for curbing greenhouse gas emissions shook up climate talks amongst the world's biggest polluters in Paris on Thursday.\u003cbr/\u003eWhile some welcomed US President George W Bush's gesture, others called it too little, too late.\u003cbr/\u003eBush said that the United States must stop the growth in its emissions of greenhouse gases by 2025, acknowledging the need to head off serious climate change.\u003cbr/\u003eHis White House address on Wednesday marked the first time he had set a specific target date for US climate pollution reductions. \u003cbr/\u003eHe said he was ready to commit to a binding international agreement on long-term reductions as long as other polluting countries, such as China, do the same.\u003cbr/\u003eIn Paris, South African Environment Minister Marthinus van Schalkwyk said that Bush's speech \"is a major complicating factor,\" throwing off the agenda for talks on Thursday and Friday in the French capital.\u003cbr/\u003eThe meetings were part of a US-sponsored series of negotiations on global warming. \u003cbr/\u003eThey involve representatives from the countries that produce 80 percent of the world's greenhouse gas emissions, blamed for heating the planet, including the United States, the European Union, China and India.\u003cbr/\u003eSchalkwyk said Bush's speech \"takes us backward,\" because it did not call for mandatory emissions cuts. \u003cbr/\u003eSuch cuts were central to UN negotiations on a follow-up plan to the Kyoto Protocol.\u003cbr/\u003e\"We just had an agreement in Bali in December last year where the United States committed itself to a certain framework.
