Outside, protesters gathered in the rain for demonstrations.  \u003cbr/\u003e(Nat sound of demonstrations)\u003cbr/\u003e[Notes:courtroom sketches, photo of bush signing law, more sketches of justices and lawyers, sketch of man being dragged out.]\u003cbr/\u003eInside, justices heard heated arguments about whether to uphold a federal ban on a what opponents call \"partial birth abortion,\" a procedure about which there is little concrete data. The court is trying to determine if Congress overstepped its bounds in 2003 when it passed the ban, which President Bush signed into law.  Lawyers on both sides of the issue presented starkly different views of the process. Justices asked sharp questions, raising graphic images of the method which involves partially extracting a fetus from the uterus, then cutting or crushing its skull. An anti-abortion protester in the audience began shouting midway through the arguments. Security guards had to drag him away from the courtroom.\u003cbr/\u003eSOT: This type of procedure should not exist in any civilized society. Hopefully, the court understands that...they understand their proper role and they'll respect the act of Congress and the will of the American people. (Kelly J. The Congressional ban labels it a gruesome and inhumane process that is never necessary. But abortion supporters disagree with those findings. \u003cbr/\u003eSOT: Congress found that there is a medical evidence...it's quite the opposite.  The American college of obstetricians and gynecologists...believes it is safer for the woman and helps to avoid catastrophic health consequences....safest for some women. Four of the five justices needed to overturn it  have already invalidated a similar abortion law in Nebraska.  It appears the coming decision will hang on the vote of Justice Anthony Kennedy, who, on one hand, supported the Nebraska law, but also, raised questions about a federal ban.
