They're not talking to the foreign terrorists that are in there. These are the people causing the problems, these are the ones that are terrorising the people of Fallujah. Wide shot of Rumsfeld briefing\u003cbr/\u003eUS Secretary of Defence Donald Rumsfeld said on Tuesday that insurgents in Fallujah are \"taking a final stand\" before the transfer of sovereignty to Iraqis in hopes of pushing Coalition forces out of the country.\u003cbr/\u003eBut, although he said April was \"the most difficult month for Coalition soldiers in Iraq\" since the end of major combat operations, Rumsfeld said insurgents would not succeed.\u003cbr/\u003eAnd he said they will face \"a test of wills\" as they encounter US Marines, who are ready to storm the city if guerrillas refuse to turn over their weapons.\u003cbr/\u003eIraqi security forces moved back into Fallujah on Tuesday, as part of an agreement between US officials and local leaders aimed at ending hostilities. \u003cbr/\u003eThe agreement calls on insurgents to hand in their weapons and allows for the return of civilians.\u003cbr/\u003eThe disarmarment could end the threat of a renewed US attack.  \u003cbr/\u003eBut Secretary Rumsfeld called the chances of successful negotations \"difficult,\" because he said, \"the people who are causing the trouble aren't part of the discussions.\"\u003cbr/\u003eRumsfeld also took issue with an allegation in Bob Woodward's new book \"Plan of Attack\" that he, Vice President Dick Cheney and Joint Chiefs Chairman Richard Myers briefed the Saudi ambassador to Washington about the war plan on January 11th.\u003cbr/\u003eThe Defence Secretary said the meeting did in fact take place, but he said it was no different from the discussions they had with leaders from other nations in the region about the possibility of a war with Iraq.\u003cbr/\u003eRumsfeld denied that the decision to go to war had been made as early as
