They go on working but receive no pay. When Yeltsin first came to power he promised a lot - even promised to throw himself on the railway tracks if the miners lived poorly. But for some reason he just didn't want to come to Kuzbass this time. He's visited almost every region apart from Kuzbass.\u003cbr/\u003eSUPER CAPTION: Alexander Makarov, mineworker\u003cbr/\u003eFive years ago Russia's miners helped Yeltsin come to power -- but today his standing in Kuzbass is at an all-time low. \u003cbr/\u003eDuring this summer's presidential elections, Yeltsin's arch-rival Communist leader Gennady Zyuganov won in the Kemerovo region with a solid 10 percent margin.\u003cbr/\u003eThe area, the size of Hungary, accounts for 80 percent of Russia's coal production. \u003cbr/\u003eThe livelihood of one in three families depends on work in the region's 100 mines.\u003cbr/\u003eThe average monthly pay is 300 U-S dollars and even that hasn't been paid in most mines since April. \u003cbr/\u003eMiners live in shabby housing with no hope ever to improve their living conditions.\u003cbr/\u003eBut managers at the Kedrovsky open cast mine have proved that the situation is not completely hopeless. \u003cbr/\u003eEmploying 3,700 workers, the mine turns out 3.8 (m) million tons of coal a year. \u003cbr/\u003eBut unlike other enterprises which are waiting for government money to pay their workers, management here is selling coal to customers in Turkey and other foreign countries and getting hard currency in return.\u003cbr/\u003eThe monthly wages at Kedrovsky are over one thousand dollars -- three times the national average. \u003cbr/\u003eThe management spends a significant share of its sale revenues to build housing for its workers.\u003cbr/\u003eSOUNDBITE: (Russian) \u003cbr/\u003e\"Not too long ago we took down the last barracks. In our times people still lived in barracks which were built in 1950. If we had kept these people living there in those barracks, then people would not have wanted to work or would have worked poorly. They would have nothing to strive for. We ought to help our workers.\"\u003cbr/\u003eSUPER CAPTION: Albert Kolesnikov, Deputy General Director, Kedrovsky\u003cbr/\u003eOpen cast Mine\u003cbr/\u003eThe result is the Greek Village, a settlement of luxury houses built for the work force by a Greek construction company.\u003cbr/\u003eEach cottage in the village cost over 100-thousand dollars to build, but workers were offered a 30-year mortgage with a down payment of only 10-thousand dollars, almost unheard of in a country which still does everything in cash.\u003cbr/\u003eBut for people like Ekaterina Gryaznova, such housing is just a dream. \u003cbr/\u003eIf the situation persists, mining families like hers will never be able to buy a house or apartment in the city -- they fear they are doomed to toil on their tiny plots of land to make ends meet.\u003cbr/\u003eAlthough she voted for Yeltsin, Ekaterina has begun to give up on the government and Yeltsin - she's looking to a higher power for help.\u003cbr/\u003eSOUNDBITE: (Russia) \u003cbr/\u003e\"We have to take care of ourselves.
