The government of Iraq, I sometimes say, I'm sure he doesn't mind me saying that, Bremer is the dictator of Iraq. He has the money, he has the signature. Nothing happens without his agreement in this country and he signed a letter to the Secretary General (of the UN, Kofi Annan) asking him, please can you come and help. So we worked with Ambassador Bremer, with the government of the United States. The second letter was received from the (Iraqi) Governing Council and we have worked with them.\"\u003cbr/\u003e11. Brahimi leaving\u003cbr/\u003eThe special UN envoy in Iraq has urged Iraqis to accept the new interim\u003cbr/\u003egovernment and to work towards national elections - the next major step in\u003cbr/\u003ethe country's advance towards democratic government.\u003cbr/\u003eLakhdar Brahimi was speaking on Wednesday, one day after announcing a\u003cbr/\u003egovernment to take power on June 30 from the US-run occupation administration.\u003cbr/\u003eThe new leadership will run the country until national elections, set for no\u003cbr/\u003elater than 31 January, 2005. Brahimi warned that if the security situation\u003cbr/\u003edid not improve, setting up elections would be a problem.\u003cbr/\u003eThe new government was announced after Iraqi authorities prevailed over the\u003cbr/\u003eAmericans and pushed through the head of the Governing Council, Ghazi\u003cbr/\u003eal-Yawer, as president after US favourite Adnan Pachachi stepped aside.\u003cbr/\u003eFollowing the appointment of the interim government, the US-picked Governing\u003cbr/\u003eCouncil was dissolved immediately so that the new leadership could begin\u003cbr/\u003ework even before it takes power from the American-led coalition at the end of the\u003cbr/\u003emonth.\u003cbr/\u003eAmong its first tasks will be to negotiate a crucial agreement on the\u003cbr/\u003estatus of US-led international forces that will remain in the country after\u003cbr/\u003esovereignty is restored and to tackle the country's tenuous security situation.\u003cbr/\u003eBrahimi called for the insU-R-G-E-N-Ts to be engaged in debate, saying that\u003cbr/\u003enot all of them should be labelled as terrorists.\u003cbr/\u003eAt the UN Security
