Set up of Thomas\u003cbr/\u003eA civilian walking around with a gun on his hip doesn''t seem to cause much stares in the US state of Wisconsin these days.\u003cbr/\u003eThat''s because Wisconsin is one of 43 US states that allow people to openly carry a firearm without a permit. \u003cbr/\u003eSome jurisdictions had tried to stop citizens carrying weapons by deeming it \"evidence\" of disorderly conduct. \u003cbr/\u003eBut the state''s attorney general last year released a memorandum to all law enforcement agencies stating that they need no longer act against citizens openly carrying a firearm.\u003cbr/\u003eUnless there were other circumstances, merely carrying a weapon shouldn''t result in being charged with disorderly conduct, the memorandum said. \u003cbr/\u003eThe so-called \"open carry\" of a weapon is now fully legal in Wisconsin, except in vehicles, government buildings, schools, clubs and bars and on public property within one thousand feet (300 metres) of a school.\u003cbr/\u003eCitizens like Nick Clark, the chairman of \"Wisconsin Carry\", go everywhere they can with their guns, in the belief it will encourage responsibility with lethal weaponry.\u003cbr/\u003e\"When you ''open carry'' you are demonstrating that you have nothing to hide, that you are a law-abiding citizen,\" he says.\u003cbr/\u003eBut not everyone agrees with him.\u003cbr/\u003eJeri Bonavia, of the Wisconsin Anti-Violence Effort, worries about what message \"open carry\" sends.\u003cbr/\u003e\"What are we teaching our kids and grandkids about society right now? That the best way for us to live amongst each other is armed. I don''t really think that''s a message that we want to convey to future generations about what a civil society looks like,\" she says.\u003cbr/\u003eConcealed weapons are still banned in Wisconsin, so wearing a gun in a visible holster is the only way to carry a weapon legally in the state.\u003cbr/\u003eInside vehicles, the firearm must be both unloaded and encased; having a loaded firearm on the front seat was held to be concealed and therefore illegal in a 1994 case. \u003cbr/\u003eAcross the United States, the \"open-carry\" supporters have been exercising their American \"right to bear arms\", proudly displaying their sidearms in public.\u003cbr/\u003eSome even took their campaign to the coffee chain Starbucks, walking into outlets to test state laws that allow \"open carry\".\u003cbr/\u003eEven in some states where it''s OK to openly carry weapons, businesses are allowed to ban guns in their stores. \u003cbr/\u003eAnd some have, creating political confrontations with gun owners. \u003cbr/\u003eBut Starbucks, the largest chain targeted, refused to take the bait, saying on Wednesday that it was sticking to its policy of letting customers carry guns where it''s
