Wide view of news conference\u003cbr/\u003eA German man filed a lawsuit on Tuesday claiming he was held captive and tortured by US government agents after being mistakenly identified as an associate of the September 11 2001 hijackers. \u003cbr/\u003eKhaled al-Masri told a news conference in Washington DC on Tuesday that he had filed a lawsuit in the US.  \u003cbr/\u003eThe suit names as the main defendant former CIA Director George Tenet.\u003cbr/\u003eAl-Masri, a Lebanese-born German national, alleges that he was seized in Macedonia and taken to a US prison in Afghanistan where he was tortured and interrogated about suspected ties to al-Qaida.\u003cbr/\u003eDuring five months in captivity he was allegedly subjected to \"torture and other cruel, inhuman or degrading treatment,\" according to a lawsuit he filed in a US District Court.\u003cbr/\u003eSpeaking to reporters at a news conference in Washington via a satellite signal from from Neu-Ulm, Germany, al-Masri said he wanted an explanation for what had happened. \u003cbr/\u003e\"For me the issue is that I want to know why they did this to me and how it ever came about and I want an official apology,\" he said. \u003cbr/\u003eHe is being represented by the American Civil Liberties Union (ACLU). \u003cbr/\u003eAnthony Romero, the executive director of ACLU said there was a \"failure of accountability at the highest levels of our (the US) government.\"\u003cbr/\u003eThe CIA rendition programme, in which suspects are captured and taken to foreign countries for interrogation, has been heavily criticised by human rights groups.\u003cbr/\u003eThe scope of the programme has not been disclosed by the CIA. \u003cbr/\u003eAl-Masri alleges that on New Year's Eve 2003, he boarded a bus in his hometown of Neu-Ulm for a holiday in Macedonia. \u003cbr/\u003eAt the border he was stopped by Macedonian authorities and his passport was confiscated.\u003cbr/\u003eHe said he was detained by local authorities for 23 days and then handed over to what he believes was a team of CIA operatives. \u003cbr/\u003eHe then was flown to Afghanistan where he was subjected to abuse during four months in captivity.\u003cbr/\u003eHe told reporters that he was handcuffed, beaten and then stripped naked and a sack placed over his head. \u003cbr/\u003eIn late May 2004 he was flown to Albania and then put on a plane back to Germany.\u003cbr/\u003eMeanwhile in Berlin US Secretary of State Condoleezza Rice met German Chancellor Angela Merkel on Tuesday. \u003cbr/\u003eSpeaking after the meeting Merkel said she and Rice had talked about al-Masri's case and that the US administration had admitted his detention was a 'mistake'. \u003cbr/\u003eRice declined to comment directly on the case, but when asked if she could \"guarantee\" that a German citizen had not, and would not be subject to the practice of rendition, she indicated a mistake had been made.\u003cbr/\u003eAl-Masri is seeking damages
